USDA is currently planning development of a new departmental Human Resources Management (HRM) system and is seeking information on candidate systems for possible use. The USDA is seeking sources that are suppliers of partial or complete automated HRM systems. Companies responding to this announcement should provide details on their respective system products. Information on a system should include data and descriptions concerning system capabilities and operating platforms. HRM functions of interest include, but are not limited to, workforce planning, organization structure design, job trend analysis, position management, succession planning, recruitment support including generation of vacancy announcements and applicant evaluation, personnel action and employment history documentation, pay and benefits administration, retirement planning, reductions-in-force and career transition, skills data, workers compensation, development of performance standards, performance evaluation, awards and performance improvement administration, training management, employee grievances and appeals, development of HRM process bench marking statistics, and ad hoc reporting. It is requested that all responses be submitted no later than September 12, 1997. This is not a request for proposal nor does the Government intend to pay for the requested information.
