A two-step bidding process will be used for selection of a subcontractor to delineate pentachlorophenol/hydrocarbon subsurface soil contamination and collect groundwater grab samples at the Penta Wood Site near Spooner, WI. The contractor is CH2M HILL and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W6-0025. The project consists or providing real-time, in-situ characterization of hydrocarbon distribution and, if possible, hydrocarbon product vs. pentachlorophenol differentiation, in approximately eighteen 100-foot borings; and collecting groundwater grab samples and limited soil samples. The subcontractor must also implement a quality control and health and safety system on a listed U.S. EPA CERCLA hazardous waste site. The project cost is estimated to range from $100,000 to $140,000. Under the two-step bidding process, interested subcontractors will submit a separately sealed technical proposal and separately sealed pricing proposal. Company experience, project approach, financial record, health and safety policies/record are factors that will be evaluated. Only those offerors whose technical proposals meet the RFP requirements will be eligible for Step Two. During Step Two, the pricing proposal of eligible offerors will be opened and award will be made to the eligible offeror with the lowest bid. The RFP package will include an additional description of the project and will specify factors for evaluation. A mandatory pre-bid meeting will be held at the site on September 8, 1997 at 1:00pm, CDT. The RFP package will be distributed only to those attending the pre-bid meeting.
