S -- REQUEST FOR SOURCES INTERESTED IN PREQUALIFYING FOR ENERGY SAVINGS PERFORMANCE CONTRACTS FOR DEPARTMENT OF DEFENSE DUE 102297 POC Norma Myers, Contract Specialist, (850) 283-8664 The National Energy Policy Act of 1992, Public Law 102-486, authorized Department of Defense to request statements of qualifications, and from the statements received, designate and prepare a list of firms qualified to provide energy savings performance contracts. In accordance with this law and by delegation of the task by the Department of Defense, the Air Force Civil Engineer support Agency, Energy Management Section is seeking firms who are interested in furnishing qualification statements for this process. The prequalified list of energy service companies will be available for use by all DOD components in the acquisition of energy savings performance contracts. The evaluation categories are (1) experience and demonstrated technical capability, (2) energy baseline and savings calculation capability, (3) organization and management capability, and (4) financial condition and resources. The prequalification statement will include the details for each of these categories and the evaluation factors. Those firms previously qualified will be required to update their prequalification statements or certify that the information previously furnished has not changed. Once prequalified, all other firms will be subject to the annual call for updated prequalification statements. It is anticipated that the updated list will be available on January 1, 1998.
