a Best Value Request for Offers for repair to Motor Control Center
(MCC) Secondary Systems, Building 30. This procurement is open to both
large and small business and ranges between $500,000, and $1,000,000
and will contain voluntary "Partnering provisions". This procurement is
part of the Small Business Competitiveness Demonstration Program and is
being conducted using the NASA Midrange procedures. The Standard
Industrial Classification Code for the procurement is 1731. In
MCC-B1H10, B2H10, B1H20, B2H20, B1H30 and B2H30, work includes
installing new MCC sections to bolt on to existing MCCs, install new
power and control conductors, and demolition of air handler branch
circuits. In MCC-B1H12 and B2H12 the work includes installing new
sections to replace the existing sections currently in place and
provide new power and control conductors from new starters to air
handlers AH-30-4, 5, 6, 7, 8, and 9. This project will require the
Contractor to perform partial asbestos abatement ofinsulation prior to
temporarily removing and reinstalling existing piping that may be in
the way of construction. Precautions against asbestos contamination
shall be implemented as indicated in the JSC Asbestos Control Manual.
The structural members may have paint coatings that contain lead. Torch
welding or any other form of burning is not an approved method of
bonding conduit or pipe hangers to these painted structural members.
The construction Contractor will be given approximately 280 calendar
days to complete the project after written notice to proceed. The
anticipated release date of the RFO is on or about September 8, 1997,
with anticipated offer closing on or about October 1, 1997. Selection
criteria of the successful offeror will be specified in the RFO and
will be based on the use of Best Value Characteristics. The firm date
for receipt of offers will be stated in the RFO. All responsible
sources are encouraged to submit an offer which shall be considered by
the agency. An ombudsman has been appointed -- -- See Note "B". The

available over the Internet. These documents will be in MS-Word format
and will reside on a World-Wide Web (WWW) server, which may be
