INSTALL HVAC SYSTEM BLDG. 3499 -- This acquisition is for the replacement of the HVAC System In Bldg. 3499 to include but not be limited to the following: Demolition of the existing HVAC system, which includes one (1) three (3) ton HVAC system with gas pack, one (1) evaporative cooling unit, one (1) heating unit, related duct work and vents; re-installation of the one (1) three (3) ton HVAC with gas pack; installation of a new HVAC package (gas, electric) unit; installation of electrical supply to support the installed HVAC units; installation of thermostats; removal of an existing gas line and installation of a new gas lines; removal of an existing concrete pad and installation of a new concrete pad; installation of new, installation of a new drop ceiling and insulation; and balancing of the system to maintain even airflow and maintain a constant temperature throughout the building. The performance period is expected to be approximately 45 calendar days. The solicitation will be issued through the Internet. at HTTP://AFFTC_PK.ELAN.AF.MIL/SCRIPTS/XINDEX.ASP. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for the initial issuance of the solicitation as well as any posted changes to this solicitation. Notifications of Amendments will also be made by e-mail. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper or computer medium when it is determined to be in the Government's best interest. All bids and other normal documents required for the bid submittal, including amendments to the proposal submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Specific questions related to this project must be submitted in writing to AFFTC/PKAC, ATTN: Robyn Barton, 5 S. Wolfe Ave. Edwards AFB, CA 93524-1185 or by FAX to (805)258-9617. The solicitation will be issued on or about 10 Sep 97 with a 15 day bid period. The magnitude of this project is between $25,000 and $100,000. This acquisition is unrestricted full and open competition. Bids will be solicited on a firm-fixed price basis. Payment protection will be required in the form of either an irrevocable letter of credit or a payment bond. The SIC code is 1711 with a size standard of $17 million over the past three years. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
