AFB, FL 32542-6807 10 -- CBU-97/B SENSOR FUZE WEAPON (SFW) SYSTEM FULL RATE PRODUCTION
(FRP) 3 SOL F08626-97-R-0002 POC Contact Ms. Dana Sillars, Contract
Specialist, (904) 882-3416, ext 3252; Mr. Mack Kirkland, Contracting
Officer, (904)882-3416, ext 3162; or Mr. Len Iannuzzo, Production
Manager, at (904) 882-8415, ext 3169. The SFW CBU-97A/B (NSN
1325-01-342-8801) is a 1,000-pound class, unpowered, unguided,
gravity-drop wide area munitions. The SFW consists of a SUU-66/B
tactical munitions dispenser, which houses 10 BLU-108/B submunitions.
Each submunition contains four projectiles, an orientation and
stabilization system, a radar altimeter, and a rocket motor. Each
projectile contains an explosively formed penetrator warhead and a
two-color infrared sensor. The SFW is stored and transported as an all
up-round in the CNU-411A/E container. This solicitation for the third
Full Rate Production (FRP) annual buy will consist of the procurement
of approximately 530 SFWs. This effort requires contractor personnel
be cleared for access to SECRET NOFORN. Potential contractors have to
be certified and registered for STINFO export control by the Defense
Logistic Service Center (DLSC), Battle Creek MI 49016-3412, telephone
number 800-352-3572, to receive any resultant Request for Proposal
(RFP). This certification is above and beyond the requirements for a
security clearance and may be obtained by submitting a DD Form 2345 to
DLSC. It is anticipated that only one source, Textron Systems
Division, Wilmington MA, developer of the SFW, can satisfy the
government's minimum needs for this unique weapon system. This
contractual action is expected to be executed using "Other Than Full
and Open Competition" procedures pursuant to FAR 6.302-1(a)(2)(iii).
The verbal RFP will be issued not later than 15 Sep 97. This synopsis
is for information and planning purposes only, does not constitute a
solicitation for bid or proposals, and is not to be construed as a
commitment by the Government. No collect calls, nor telephone requests
for the solicitation will be accepted. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
contact ASC's Ombudsman, Colonel Timothy Kinney, ASC/SK, 205 W. D
Avenue, Suite 318, Eglin AFB FL 32542-6865 at (904) 882-9051 with
serious concerns only. Direct all routine communications concerning
this acquisition to Mr. Mack Kirkland at (904) 882-3416, extension
