This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00164-97-Q-0411 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The Standard Industrial Classification Code for this procurement is 3549. The size standard is 500 employees. This action is for the procurement of a Milling Machine with Knee Mill Option and 2 sets of manuals. This requirement is for a Hurco part number Model 5M with Ultimax Control, Brand name or equal. Specifications and information pertaining to this requirement are as follows: MINIMUM Salient Characteristics: Class and size shall not be less than: Spindle horsepower 5; Table size (inches) 42 X 13; Table travel (inches) X equals 31, Y equals 14, Quill travel (inches) Z equals 6; Knee Travel (Inches) 15; Spindle speed (RPM) Low 70 to 480 and High 550 to 3800; Feedrate range (IPM) inches X, Y and Z Axis 0.1 -- 250; Rapid Travel (IPM) (Inches) X and Y Axis equals 400; Measuring and indicating devices shall be graduated in U.S. customary system of units; Electromagnetic interference control is NOT required; An automatic toolchanger is NOT required. The machine shall be initially wired to operate on 230 volts, 3 phase, 60 hertz, electrical power. The control shall derive all its power from the machine's electrical panel. The control shall provide circular and elliptical interpolation in addition to linear and helical interpolation. Punched tape date input shall NOT be provided. The control shall be equipped with a 1.44 megabyte 3.5 inch DOS compatible floppy diskette drive as a means for data input. The control shall have RS-232 port for DNC networking and other peripheral devices. Binary cutter location exchange input is NOT required. ADDITIONAL REQUIREMENTS: Machine tool requirements: (1) one indexer port, (2) one worklight and (3) Machine wired for 230 VAC, 3 Phase, 60 Hertz (4) Number 200 Universal qwik switch tool holder and (5) air conditioner. DATA REQUIREMENTS: The contractor shall furnish 2 complete sets of all data pertaining to the machine and its major subcomponents including parts lists, wiring diagrams, operating manuals, programming manuals, maintenance manuals and alignment and test results. One copy is to be furnished one week prior to shipment of the machine to the delivery address (to be provided to the successful offeror). One copy shall be placed in a waterproof envelope marked "TECHNICAL DATA" and securely attached to the machine. All technical data shall be written in the English language and identified by manufacturer, model number and serial number. The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in its customary commercial practice. The warranty shall not be for less than a one year time period. The required delivery date is 10 February 1998. The government shall provide installation to include leveling and lagging the machine and connecting the air and electrical service. The contractor shall provide a service technician to perform an operational checkout upon completion of installation prior to final acceptance by the government within one week after installation. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The shipping terms will be F.O.B. destination, Naval Surface Warfare Center, Crane IN, with inspection/acceptance at destination. Technical specification compliance and past performance are equal, and when taken together are significantly more important than price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
