Contract Specialist, Brett L. Blake, 202-283-1137 INTENT The Internal
Revenue Service (IRS) is planning to release a draft Request for
Proposal (RFP) for Electronic Tax Administration (ETA) for comment on
September 15, 1997. The objectives of this RFP are twofold. First, the
IRS plans to increase transmission volumes greatly beginning calendar
year 1999 using the existing ETA systems. Second, the IRS plans to
promote and sustain increases in volumes further into the future
through enhancements to electronic filing and related applications. For
the purposes of this draft RFP, the Government will focus on the
electronic filing of individual tax returns (1040 series), including
related transactions, payments, correspondence, powers of attorney,
requests for transcripts and improving fraud prevention and detection.
Additional ETA programs (i.e., business and information returns) may
be addressed in future acquisitions. APPROACH (Subject to Comment) This
draft RFP includes three proposal approaches: Contracts for volume
increases using current systems; Agreements for increased volumes using
current systems; and Contracts involving system
enhancements/modification. Offerors may propose on any or all of the
approaches. The contracts/agreements may be awarded to one or more ETA
partners. The IRS seeks partnerships that will result in the maximum
return for its investment. HOW TO OBTAIN A COPY OF THE DRAFT RFP
Parties having interest in providing feedback or comments on the draft
RFP should access the World Wide Web (WWW) at
http://www.irs.ustreas.gov to obtain a copy of the draft RFP. If a
vendor can not access the WWW, and would like to obtain a
softcopy/diskette of the draft RFP, requests may be submitted to IRS,
M:P:I:D, Brett Blake, Room 700 Constellation Centre, 6009 Oxon Hill
Road, Oxon Hill, MD 20745 or via e-mail: brett.l.blake@ccmail.irs.gov.
Telefax requests will be accepted at (202) 283-4829. Parties
interested in providing feedback or comments will be given 30 business
days to respond, after release of the draft RFP. The ETA Program
Office will give apresentation to provide clarification on this draft
RFP on September 22, 1997 at 10:00 a.m. at the New Carrollton Federal
Building Auditorium, New Carrollton, MD. Interested parties should
