notice is a SOURCES SOUGHT request only. No RFP is available at this
time and requests for same will not receive responses. The Defense
Special Weapons Agency (DSWA) is seeking a contractor with the
capability to collect, analyze and report the results of experimental
collateral effects tests. The performer will prepare composite test
plans for 1/6 scale tests. The plan shall include 1/6 scale testing in
a government furnished reusable steel structure. Test preparation will
include coordination with diagnosticians for the conduct of the tests.
The performer shall utilize the existing one sixth scale steel
structure to conduct a series of six tests. The test series should last
no more than two weeks. The tests will determine the chemical and
physical response of the simulated WMD agent. The performer shall
instrument the structure with 8 pressure and 4 temperature transducers.
The performer will collect data from all diagnostics used on the test.
The test will provide high speed photography of the container response
and expelled plume, close-in simulant-blast mixing, and infrared plume
data. Other parameters to be recorded include quasi-static and dynamic
pressure, temperature, test time, air temperature, barometric pressure,
relative humidity, wind direction and velocity and a video record of
the test. Simulant data to be gathered will include the amount of TEP
remaining in the structure, and estimation of the geometry, volume, and
density of the expelled simulant plume. Parameters that may be required
on future tests include particle size, chemical composition, and
physical characteristics of the expelled simulant plume. The performer
shall be prepared to incorporate additional high technology
experiments such as infrared imagery, high speed photography, Fourier
Transform Infrared (FTIR) Spectrometry, Particle Imaging Velocimetry
(PIV), and Neutron Activation of rare earth materials. The performer
shall coordinate test requirements, experimenter support, and post
operations. The performershall execute the test, analyze the data, and
report the results. All responsible sources may submit a capability
