This is a combined sole source synopsis/solicitation. The National
Inst. of Health, National Cancer Intitutes, Division of Cancer
Prevention and Control, intends to contract on a sole source basis with
the Cancer Institute, Chinese Academy of Medical Sciences, Beijing,
People's Republic of China. The purpose of this procurement is to
determine if supplementation with multiple vitamin-minerals reduces the
incidence and mortality of esophageal and/or other cancers, and total
mortality. The highest worldwide rates of essophageal cancer occur in
Linxian, China where cumulative death rates to age 75 for this cancer
exceed 20%. Since 1985 the NCI has been collaborating with the Cancer
Institute of the Chinese Academy of Medical Sciences (CICAMS) to
conduct the nutrition intervention trials in Linxian, China and to
follow trial participants in the post-intervention period (as well as
continue to store and utilize biologic samples collected during the
trials to further study the etiology and potential methods to prevent
esophageal and other upper gastrointestinal cancers). In order to
further elucidate the role of nutrition and other environmental and
genetic factors in the etiology and prevention of esophageal and other
upper gastrointestinal cancers. NCI now requires: (1) determination of
the vital status and cancer status of all nutrition intervention trial
participants; (2) collection and storage of all available diagnostic
materials for intervention trial participants; (3) continued storage of
all existing biologic samples collected during the nutrition
intervention trials and provision of record of daily freezer and
ambient temperatures in the freezer storage room; (4) development of a
current inventory of all existing biologic samples collected nutrition
intervention trial participants; (5) development of a plan for the use
of the biologic samples; and (6) delivery of biologic samples in
accord with the plan. This is not a request for competitive proposals;
no solicitation will be issued. However, vendors who believe they can
meet the Governments requrements may submit their capability
statements. Any submission must be in writing and must contain
sufficient detail so that a determination can be made regarding meeting
the Governments requirements. Any submission must be received in the
