A -- GEOGRAPHIC INFORMATION SYSTEM (GIS) SOFTWARE MAINTENANCE POC Christopher Baker, Contracting Officer, (919) 541-2519 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source acquisition with Environmental Systems Research Institute (ESRI), Inc., 380 New York Street, Redlands, CA 92373 to provide maintenance on ARC/INFO Geographical Information Systems (GIS) software. The use of GIS software is vital to the success of the Office of Research and Development (ORD) research programs. The software allows scientists to analyze and map spatial data and provides EPA researchers with numerous functions for various applications. The ARC/INFO GIS software has been successfully utilized by EPA for several years and is the EPA standard GIS software. The ARC/INFO licenses are only available through ESRI and include software updates, new releases, and technical support. The EPA has identified ESRI as the only institution which meets the above stated criteria, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements".
