Indefinite Delivery, Indefinite Quantity Architect-Engineer (A-E)
Services -- Open-End, Multi-Discipline, Eglin AFB FL. The A-E will
perform Title I, optional Title II and other A-E services, on an "as
required," delivery order basis to include feasibility studies,
conceptual designs, budget estimates, CAD produced design of
alterations, maintenance, repair, and construction projects,
construction management and inspection. Projects are all located within
the confines of Eglin Air Force Base Reservation and outlying test
sites. The criteria which will be the basis for selection are: (1)
Professional qualifications; (2) Specialized experience and technical
competence in Department of Defense (DOD) work; (3) Capacity for the
timely accomplishment of work for DOD; (4) Past performance on DOD
contracts; (5) Geographic location in relation to Eglin AFB FL,
provided that application of this criterion leaves an appropriate
number of qualified firms; (6) Ability to produce all work using
computer-aided design/drafting (CADD); (7) Availability of all design
disciplines in-house. (8) Demonstrated success in prescribing the use
of recovered materials and achieving waste reduction and energy
efficiency in facility design. In addition to the above, the volume of
work previously awarded to the firm within the past 12 months by the
DOD shall also be considered with the intent of effecting equitable
distribution of DOD architect-engineer contracts among qualified
architect-engineer firms. Contract shall be Firm Fixed Price for One
Year, plus Four (4) One-Year Options with a guaranteed minimum of
$5,000. The A-E fee for any one delivery order shall not exceed
$299,000 with the cumulative amount of all delivery orders not to
exceed $750,000 for each year. Current A-E contracts expire
approximately in April, 1998. It is anticipated that six contracts will
be awarded; however, the government reserves the right to make more or
less numbers of awards. In accordance with Air Force Federal
Acquisition Regulation (FAR) Supplement 5336.90, it is contemplated
that at least one award will be made to a certified Section 8(a) firm.
To be eligible for the 8(a) award, a firm must be certified in Region
IV (Atlanta) or have an active office within Region IV. One of the
selection criteria identified in FAR 36.602-1 for A-E contracts is that
the firm's location be in the general geographic area of Eglin AFB FL.
Firms desiring consideration must submit five copies of Standard Forms
254, Architect-Engineer and Related Services Questionnaire and five
copies of Standard Form 255, Architect-Engineer and Relation Services
Questionnaire for Specific Project to the Operational Contracting
office, AFDTC/PKOC, Attn Sheila Kingman/Bertha Burns, 205 West D Ave.,
Building 350, Suite 541, Eglin AFB FL 32542-6862. Deadline for receipt
of Standard Forms 254 and 255 in the Operational Contracting Office is
9 October 1997. Any 254's/255's received after 9 October 1997 will be
