H -- ELECTRICAL DISCHARGE MACHINE SOL RFQ-NFU-7B-53 DUE 090497 POC Joan Bennett (202) 514-2062 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All Bids shall be submitted on or before 090497 at 3:00p.m. The INS has a requirement for an Electrical Discharge Machine. The following Specs shall be included with the Electrical Discharge Machine: 1. The EDM machine shall be of the die sinking ram configuration; have table dimensions of 20 x 14" +/- 2", XYZ axis shall have travels of 12x8x8", +/- 1"; Z axis back slide travel shall be 8", +/- 1", work tank dimensions shall be 33x20x12", +/- 1", maximum electrode weight shall be 130 lbs, +/- 10 lbs; maximum part weight shall be 1000 lbs, +/- 100 lbs; machine shall provide two doors for easy access to the work area, T-slot work table shall be hardened and ground. 2. Machine shall provide a pulse generator; process monitor shall have a process display and be integrated. 3. Machine shall provide an integrated dielectric system; tank capacity shall be 75 gal +/- 10 gal; vendor shall provide dielectric fluid; filter cartridges shall be disposable, long life paper filters; vendor shall provide 3 additional disposable filters; machine shall have a dielectric cooler; presser, suction and pulsed flushing modes shall be provided in the system. 4. Machine shall be equipped with following: standard safety features, halon fire extinguisher, a fire detector in the work tank, provide for continuous monitoring of the dielectric fluid level & temperature, have a automatic depth stop that is set with a micrometer screw. 5. Vendor shall provide all accessories required to have a completely functional machine; accessories such as flushing hoses, clamps & lighting shall be supplied; machine shall provide magnetic bases. 6. Vendor shall provide a complete customer service pachage. Vendor shall provide for delivery, unpacking, installation, inspection and set-up of machine. Vendor shall adjust, test and start the machine. Technology table shall be supplied by vendor; operating and maintenance manual shall be supplied. Vendor shall provide operator training and instruction on maintenance of the machine for 4 NFU personnel. The vendor shall offer a bi-yearly service agreement to provide maintence and repair to the machine. The service agreement shall include all parts and labor. The service agreement shall also provide service within a 48 hour period of the service request. The machine shall provide a digital position display in three axis, XYZ; display shall be capable of zero point setting for all the point settings; display shall have a digital readout automatic depth stop of the Z axis; XYZ axis shall be equipped with high precision scales for a direct measuring system.
