415-522-3356 This is an amendment issued to the previous published
combined synopsis/solicitation. PROJECT: Food court/Cafeteria services
for the Phillip Burton Federal Building/US Courthouse, 450 Golden Gate
Avenue, San Francisco, California 94102. A preproposal conference was
held on August 20, 1997 in San Francisco, CA. The sign in sheet for
those who attended is included as attachment. AMENDMENT: The following
clarifications are being made to the solicitation as discussed in the
conference: 1. The requirement of paragraph 4.A.1 is deleted;
therefore remove pages 1 and 2 and replace with revised pages 1 and 2.
2. Termination of Contract is applicable and is incorporated on
revised page 6. 3. "Nondisplacement of Qualified Workers" -- Executive
Order 12933 of October 20, 1994 is applicable and incorporated on
revised page 6. 4. A new Wage Determination No. 92-0334 (Rev. 5) dated
June 1, 1997 is incorporated. Delete pages 15 thru 18 and replace with
the revised pages 15 thru 18. 5. Walkthrough Judge's chamber private
dining room and explained that the contractor may be called to serve
once a month. Also, most day about 25 to 30 lunch bags may be order to
serve prisoner from the Marshal's Office. This is in addition to the
contract to be negotiated when call in to serve. 6. The solicitation
has requested the bidders to provide detailed references for "all
current contracts" under factor (ii) Experience. It is changed to read
"maximum of five contracts currently in process". 7. A question was
raised about Pro forma. There is no prepared format that will be
compared to, however, the content of it will be evaluated under
financial consideration factor. 8. A clarification was made as to the
incumbent contractor willingness to sell off all their materials and
equipment except their computer. The Government requested that the
incumbent provide a list of these items and the inventory list is
attached. 9. Question: Would you provide the last two years of annual
operating expenses for the cost of goods, utilities, cleaning supplies,
equipment maintenance, expendable replacement, outside services,
occupancy expense and any other related expenses incurred? Answer: No.
These information are considered CORPORATE CONFIDENTIAL, and cannot be
disclosed. 10. Question: Would you provide the bidders with the current
price and portion guidelines for the catering and dining services?
Answer: No. 11. Question: Does the given annual sales of $688,000
include all sales, (i.e. Catering, Judges & Sheriff's lunches)? If so,
could you provide a breakdown. Answer: It included some catering, but
not judges and sheriff's lunches. 12. Question: On page two of the
solicitation, (section 5), Food court Concepts, the bidders aer
required to submit detailed design plans, would you provide a flat line
drawing, (blue print), of the Cafe 450? Answer: Yes. Blue print is
provided with this amendment as an attachment. 13. Question: In the
event the bidders wish to invest additional capital for long term
renovations, would you accept a depreciation schedule that amortizes
the capital over the maximum contract term of 15 years? Answer: Yes,
but the Government will not buy or paid for anything if for any cause
the contract is terminated for less than 15 years. 14. Request: Please
supply copies of the actual profit & loss statements (2 years) to
date. We need to review the cost as they relate to the equipment
maintenance, occupancy cost, expendables, etc.... Same as answer number
9. 15. Question: FAR limitation on profitability. Please confirm or
clarify whether our profitability (combined profit and administrative
expense) is limited to 10% of sales. Answer: FAR limitation does not
