The National Aeronautics and Space Adminstration (NASA) at Kennedy Space Center (KSC) and the Air Force 45th Space Wing at Patrick Air Force Base (PAFB) intend to issue a Request for Proposal (RFP) to award a single contract for base support services to include KSC, PAFB, and Cape Canaveral Air Station (CCAS). Current plans refer to the acquisition as the Joint Base Operations and Support Contract (J-BOSC). The J-BOSC joint Procurement Development Team (PDT) requests that all parties interested in being the PRIME contractor (as distinguished from subcontractor) identify themselves to the J-BOSC PDT before September 19, 1997. Potential prime contractors for the J-BOSC should review the J-BOSC internet homepage for source registration instructions. Parties interested in subcontracting opportunities do not need to identify themselves to the J-BOSC PDT by September 19, 1997. Ms. Morgan s e-mail address is as follows. celene.morgan-1@ksc.nasa.gov The J-BOSC PDT intends to open communications with potential primes as soon as possible to accomplish, as a minimum, the following: (1) an understanding of the objectives to be accomplished by the acquisition, (2) an understanding of the procedures to be used for the acquisition, and (3) the receipt of industry comments and suggestions concerning any aspect of the acquisition, including the structure of the entire Request for Proposal. The J-BOSC PDT intends to award a multiple-year, performance based contract. Current plans are for the RFP to provide the usual provisions and clauses in the Uniform Contract Format, a Statement of Objectives (SOO), a Technical Tasks Descriptor, and a Work Breakdown Structure (WBS). A Statement of Work will not be included in the RFP; each offeror will submit a Statement of Work as part of its proposal. The J-BOSC PDT intends to incrementally release a draft RFP via the J-BOSC internet homepage. The initial installment should be released on or about Friday, August 29, 1997. The initial release will include a preliminary acquisition risk matrix (PDT tool used for SOO definition), a draft Statement of Objectives, and the initial draft WBS. The near-term schedule for the acquisition tentatively includes (1) "Industry Days" (briefing and bus tour) for potential prime contractors and subcontractors on October 9 and 10, 1997, (2) communications between members of the J-BOSC PDT and representatives of potential prime contractors (including teaming arrangements) on October 14, 15, 16, 17, 1997, (3) Observation Period from October 20, 1997, through December 11, 1997, (4) completion of incremental release of the RFP by mid November 1997, (5) release of the final RFP mid to late December 1997, with proposals due approximately 45 to 60 days later.
