commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is M67854-97-R-2151 and is an RFP. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46 and Defense Acquisition
Circular 91-11. This is a total small business set-aside, SIC 3728,
1,000 employees. This requirement is a Firm-Fixed Price contract for 1
Dragon Drone Ground Control Station (DDGCS), data items, and options
for up to 21 additional DDGCDs in accordance with the specifications
stated herein. The contractor shall provide: CLIN 0001 -- 1 ea, DDGCS;
CLIN 0002 -- Not separately priced (NSP) -Interface Requirements
Specification; CLIN 0003 -- NSP, Test Procedure; CLIN 0004 -- NSP,
Test/Inspection Reports; CLIN 0005 -- NSP Commercial-Off-The-Shelf
(COTS) Manuals; Option CLIN 0101 -- 1 each, DDGCS; Opt CLIN 0102 -- 2
ea, DDGCS; Opt CLIN 0103 -- 2 ea, DDGCS; Opt CLIN 0104 -- 3 ea, DDGCS;
Opt CLIN 0105 -- 3 ea, DDGCS; Opt CLIN 0106 -- 5 ea, DDGCS; Opt CLIN
0201 -- 2 ea, DDGCS; and Opt CLIN 0202 -- 3 ea, DDGCS. OPTION EXERCISE
PERIOD: Opt CLINs 0101 -- 0106 may be exercised on or before 30 SEP
98. Option CLINs 0201 -- 0202 may be exercised on or before 30 SEP 99.
DESCRIPTION: DDGCS for the Marine Corps Warfighting Laboratory, CLIN
0001 and Option CLINs 0101-0107, and 0201-0202, shall include
production and testing. The effort includes providing a manufacturer's
certification of the readiness of the DDGCS to support Dragon Drone
UAV flights. Gov'T furnished property: 1 Dragon Drone UAV with the
autopilot data format will be provided 7 days after contract award. GCS
fabrication: The contractor shall procure all components necessary for
fabrication of DDGCS. Subsystems of the ground control station include
a UHF uplink control section with antenna, L band video/telemetry
down-link section including directional antenna and pre-amp,
differential GPS, a display and display driver section, a processor
section, a flight controller, a laptop computer, a monitor, a VCR and
all necessary cabling as specified below. The contractor may supply
alternate components, as approved by MCWL, if it can be demonstrated
that these components are compatible with the Dragon Drone and meet or
exceed the specifications. Component Testing: The contractor shall
perform system checks on the DDGCS to verify that all functions operate
properly. EQUIPMENT: The contractor shall have access to Exdrone air
vehicles and existing ground control stations, at the discretion of
MCWL. Specifications: (1) Integrated Ground Station; Recommended
supplier: AeroComm Inc; Recommended component: Model 50345, equivalent
or better, consisting of a UHF up-link control section, an L-Band
video/telemetry downlink section, a display and display driver section,
a processor section, a 8 mm video recorder, and a GPS receiver used to
compute differential corrections. Specs: Capable of stable control of
the Dragon Drone UAV and payloads in flight through the uplink, sends
GPS waypoints in-flight, man packable (ground station should be
mounted on a back pack frame, total weight NTE 50 lbs, a second pack of
similar size and weight should house all other subcomponents), performs
DGPS corrections, powered by 3 or less BA5590 batteries or from AC
power, receives flight control inputs from a standard Futaba
transmitter (hard wired or channel 46), generates uplink command
messages and receives downlink video signal (1V peak-to-peak) to two
independent buffered outputs (1 output to a built in monitor and output
2 to an external monitor), sends and receives telemetry data that is
Frequency Shift Keyed (FSK) and modulated onto an audio subcarrier at
6.2 MHz, operational temp range -30o to 60o C. The processor section,
based on the Motorola MC683321 microcomputer, controls the command
up-link and telemetry down-link frequencies, encodes flight, payload
and differential GPS messages for transmission, decodes telemetry data
and passes the data to a LCD module and a laptop computer. The LCD
module consists of a Motorola MC 68HC11 single chip microcomputer and
a 4x40 display and is used to show basic flight information as a backup
to the laptop display. a) Operational Specs; Voltage 10.5-15.5 VDC, 4

GPS position data, shall provide an artificial horizon display to
enable internal pilots to fly the drone beyond line of sight, shall
provide I/O for payload controllers, shall pass payload information to
the ground station for incorporation into the uplink command signal,
shall initialize the uplink and downlink frequencies, shall enable
operators to select and send new waypoints to airborne drones. (7)
Video recorder: 8mm COTS, shall be built into the DDGCS and capable of
recording minimum 3 hours (8) Monitor: a flat screen monitor,
approximate size 9" diagonal, with good resolution. (9) Flight
Controller: Recommended source: Futaba; Recommended model: PCM1024A
FP-T9VAP, equivalent or better; Key performance spec: shall allow for
stable control of a UAV and some payload functions from the ground.

contract award. Gov't requires 2 weeks to review and comment; final
submission due 30 days after receipt of gov't comments; CLIN 0003 --

prior to the start of testing, gov't requires 14 days to review, final
due 30 days after receipt of Gov't comments; CLIN 0004 --

completion of each test; CLIN 0005 -- Commercial-Off-The-Shelf (COTS)
Manuals: di-tmss-80527, submit 2 copies to MCWL 30 days after contract
award plus overpack one set with each end item delivered. DELIVERY
SCHEDULE: All deliveries shall be inspected and accepted at point of
destination, and delivered FOB Destination to Marine Corps Warfighting
Laboratory, 2042 Broadway St, Quantico, VA 22134 as follows: CLIN
0001, 2 months after contract award; Opt CLINs 0101- 0107, 2 months
after option is exercised; Option CLIN 0201- 0202, 3 months after
option is exercised. FAR 52.212-1, Instructions to Offerors --
Commercial Items and the provision FAR 52.212-2, Evaluation --
Commercial Items, apply to this solicitation and are hereby
incorporated by reference. The offeror shall provide four (4) copies of
its offer. Companies shall provide a brief description including any
relevant literature and product data. Offers will be evaluated on
technical capability to meet Gov't requirements, ability to meet the
delivery schedule, past performance, and price. Price issignificantly
less important than the other factors combined. The offeror shall
identify where the offered item meets or does not meet each of the
functional and performance specifications listed above. Any offeror who
submits a quotation on an "equal product" is required to clearly
identify the item by brand name, if any, and make or model number, and
provide literature (e.g., catalog, description, etc.) which shows that
the offered product meets the salient characteristics of the items
listed herein. The offeror shall provide the names, contact points, and
telephone numbers of two (2) commercial or government customers that
are currently using the item being offered for purposes of past
performance evaluation. Offeror shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The provision at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, apply to this
acquisition. The provision at FAR 52.212-5, Contract Termsand
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, Subparagraphs (a), (b)(1), (2), (3), (4), (6),
(7), (8), (9), (11), (12), (16), (17), (d) and (e) apply to this
