47 -- HOSES SOL N00189-97-Q-6380 DUE 091697 POC Yvonne Davis, (757) 444-1365, Fax Number (757) 444-4145 or 445-1514 or 444-4755 This is a combined synopsis/solicitation for commercial items prepared I/a/w the format prescribed in Subpart 12.6 of the FAR, as supplemented with add'l info included in this notice. This announcement constitutes the request for quote for the required items. Proposals are hereby requested under RFQ N00189-97-Q-6380, a subsequent solicitation document will not be issued. FISC Acquisition Group Norfolk intends to purchase, on a full and open competitive basis, six each (6)CO 40 is for 6-inch x 50 ft. Hard suction/discharge hose, six each (6) CO 42 is for 6-inch x 35 ft hard suction/discharge hose -- both 40 and 42 are identical hoses except length, the hose is used for suction and discharge of jet fuel, grade 5, and diesel, the hoses are used at all FISC fuel terminals for load and off-load tankers, barges, and other naval vessels, the hose is constructed of multiple layers of fabric reinforced with spring steel wire, the hose must have built-in schedule 40 steel nipples and welded carbon steel flanges, the hose must have a certified hydro static test sheet for each section ordered (150 PSI working pressure)twelve each (12) CO 41 is for 4-inch x 50 ft -- soft discharge hose, the hose is used at all FISC fuel terminals to discharge diesel fuel and jet fuel, grade 5, on barges, trucks, ships and docks, the hose is 4-inch lay flat construction with 4-inch national pipe thread nipples swaged, the 4-inch mail and 4-inch female camlock fittings with safety clips and aluminum and the hose have a certified hydro static test sheet for each section ordered (150 PSI working pressure). Award of a firm fixed price contract on a brand name or equal basis is contemplated. Proposals received shall specify FOB Destination, Norfolk, VA. Offers other than FOB Destination shall be ineligible for award. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instructions to Offerors-Commercial Items, 52.212-2 Eval-Commercial Items: The Govt intends to make an award to the responsible offeror whose offer conforms to the minimum technical requirements and submits the lowest overall price. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52-212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders: The following numbered subparagraphs under paragraph (b) of this apply: (1), (2), (3), (6), (7), (8), (9), (10), (11) "regulatory". The incorporated provisions and clauses are those in effect through FAC 90-37. The following Defense FAR Supplement (DFAR) provisions and clauses apply to this solicitation and are incorporated by reference: DFAR 252.252-7000 Buy American Act -- Balance of Payments Program Certificate (DEC 1991), DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items: The following clauses under paragraph (b) of this clause apply: 252.219-7008, 252-225-7001, and 252.233-7000. Award will be made to the eligible, responsible offeror whose offer, conforming to the solicitation, offers the most advantageous to price to the Govt. The Govt reserves the right to award the contract to other than the lowest priced offeror. As a minimum, vendors should provide this office: a price proposal on letterhead or a SF1449 for the requested items w/unit price, extended price, prompt payment terms, remittance address, descriptive literature of items offered, and copies of FAR 52.212-3 and DFAR 252.212-7000.
