synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6 as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation,
a written solicitation will not be issued. This is a simplified
acquisition issued as an Invitation For Bid (IFB). This IFB and the
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. Award will be based on a firm fixed price
purchase order. All responsible business sources may submit a bid, in
accordance with the requirements as stated herein, which shall be
considered. The standard industrial classification (SIC) for this
acquisition is 3272. The small business size standard is 500.
REQUIREMENT: (Line Item 1) AGGREGATE SUBASE-COURSE SELECT MATERIAL,
40,772 Tons. Subase course select material, shall consist of selected
soils, or other materials from field excavations, stockpiles, and other
sources. Material shall be free from lumps of clay, organic materials
and other objectionable materials. Not more than 25 percent by weight
shall pass through a number 200 sieve. Liquid limit of less than 35 and
a plasticity index less than 12. Particle size shall not exceed 3
inches. REQUIREMENT: (Line Item 2) AGGREGATE ROAD BASE MATERIAL HAT.
3/4 INCH TYPE II: 36,950 Tons Specifications are as follows: California
Department of Transportation Specifications for standard sieve sizing
a minimum of 90 percent shall pass a 3/4 inch sieve. Average weight per
cubic foot is 115 lbs. Acceptable moisture content in base material
shall not exceed 12-14 percent by volume, with a minimum of 90 percent
of all material passing through the sieve. All testing is to be done
using ASTM testing methods ASTM D1557. DELIVERY: Various Locations,
Sierra Army Depot, Herlong, Ca. 96113. Contractor shall deliver to site
using belly dumps only. Vehicles transporting aggregate may be subject
to weighing before unloading. Tentative delivery date shall be 20
October 1997 and shall be completed by 15 January weather permitting.
Government Point of Contact (POC) shall be responsible for scheduling
deliveries with contractor. Aggregate shall be delivered at a rate of
approximately 1500 tons per day. Work week shall be Monday through
Saturday and approximate hours of delivery shall be from 7:30 am to
4:30 pm. Delivery from Sierra Army Depots rear gate shall be
authorized. A variation in quantity of +/- 1 percent is allowed.
SPECIAL SECURITY AND CONSTRUCTION REQUIREMENTS: Contractor by virtue of
contract award shall be given access privileges to Sierra Army Depot
(SIAD). Contractors/Sub-contractors are required to provide the
Directorate of Law Enforcement and Security, a letter of introduction
for company personnel seven days prior to commencement of work. The
letter will identify all personnel who will be working at SIAD by
complete name, Social Security Number, Drivers License Number, date and
place of birth, citizenship, and Resident Alien Number (if applicable)
INSTRUCTIONS: The following provisions at FAR 52.212-1 Instructions to
Offerors- Commercial (tailored) apply to the acquisition: (b) 1 through
(b) 9, (b) 11, (c), (f) and (g). There are no addenda to these
provisions. The provisions at FAR part 52.212-2, Evaluation --
Commercial Items apply to this acquisition. The government will, award
an order resulting from this Invitation For Bid to the responsible
offeror whose offer conforming to this Invitation For Bid will be most
advantageous to the Government, price and other factors (i.e. ability
to meet delivery date) considered. A written notice of award or
acceptance of offer, mailed or otherwise furnished to the successful
bidder within the time for acceptance specified in the bid, shall
result in a binding contract without further action by either party.
Before the bidders specified expiration date, the Government may accept
a bid, whether or not there are negotiations after its receipt. Bidders
are advised to include a copy of the provision at FAR Part 52.212-3,
Offeror Representative and Certification -- Commercial Items with their
quote and the Provisions at FAR Part 52.2046 Contractor Identification
Number -- Data Universal Numbering Systems (DUNS) Number. The
following clauses apply to this acquisition Far Par 52.212-4, Contract
Terms and Conditions -- Commercial Items and Far Part 52.232-33,
Mandatory Information for Electronic Funds Transfer Payment. The
following provisions at FAR Part 52.212-5, Contract terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items apply to this acquisition. Bids submitted in response
to this IFB/synopsis shall be submitted by 3:00 PM Pacific Standard
Time on September 15, 1997 to the address above. Facsimile responses
