(808)438-6563 This is Amendment 0002 to RFP No. DAHC77-97-R-0037,
which was posted on 6 Aug 97 Cite No. W-218 SN106934 as a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR)
and amended on 21 Aug 97 Cite No. W-233 SN113455. This amendment
consists of questions (Q) received and the Government's response/answer
(A). Q1: How many cable pairs are required between each bldg? A2:
Between bldg 1557 and 1550 -- 200 pairs; between 1557 and 1554, 1556
and 1558 -- 25 pairs. Q2: How many cable pairs are required between
floors in multi-floor bldgs? A2: None. Specifications state in-house
wiring is provided. Q3. Do the four 4" conduits in the floor in Bldg
1557 communications room go out to buildings 1558, 1556, 1554 and 1550?
A3: 4" conduits go to manholes which in turn provide path to other
bldgs. Q4: In which bldgs will the existing trunk cables remain in
conduit? Some 2" conduits already have cable in them which could
preclude pulling new cable. A4: All. Q5: Please define the term
"subscriber loop wiring" contained in the RFP. A5: Inter-building
wiring. Q6: How many phones of what type are required? E.g., LCD,
speakerphone, multi-line, single line, programmable feature buttons.
A6: 190 digital phones with features as specified in RFP. Q7: How much
and what type of dial tone will the system require? Loop start, DID,
T1, etc. A7: System input will be 65-70 common carrier lines. Q8: How
many analog devices like STUIII, fax, modem will there be? A8: Number
of analog phones is as shown in specs under New Station Wiring. Q9:
Will voice mail be required? A9: Yes. See "COMPATIBILITY" under SALIENT
FEATURES. Q10: Is there a requirement for headsets? A10: No. Not
required by the RFP. Q11: Will there be a single point of contact who
will be responsible for planning and coordinating system design and
operation as well as follow on system administration? A11: Yes. Same
POC for delivery/installation designated in the RFP . Q12: Solicitation
is asking for 120 T1 channels for trunks. Is this the existing &
projected growth and will all trunks be serviced over T1? A12: RFP did
not require T1 channels for trunks. System capacity as listed in RFP
is 64-512 ports. System must be able to utilize single lines or trunks
as stated in specs. Q13: Management Control: (a) Account Codes with
Positive Verification -- to what degree? Are you asking for Forced
Entry of Account Codes where an account code must be entered before a
call is placed? (b) Battery Backup Kit -- how many hours of backup
power are required? A13(a): System administrator passwords. Forced
entry of account codes -- no. A13(b) Minimum 1 hour. Q14: PC Based
Attendant Features: (a) Mouse Compatibility -- are you asking for
Windows based administration? A14: No -- not specified. Q15: Phones:
How many buttons are required on the digital telephone sets? A15:
Minimum 8, maximum 16 buttons. Q16: What kind of trunking is required
and how many existing and new ports are required? (For example, Analog:
Loop Start, Ground Start, etc. or Digital T1 DID, DOD, etc.?) A16: No
trunking is required. These are all individual ports. As stated in
specs, all are existing. Programming will be inherent to system
offered. Q17: Are the preinstalled distribution blocks referenced in
the solicitation to be used for the OSP cables? A17: No. All OSP cables
must be terminated by the contractor. Reference was only to
intra-building wiring. Q18: Is lightning protection already installed?
If not, is it a requirement? A18: Grounding is available in each bldg,
however OSP grounding and switch grounding will be the responsibility
of the contractor. Q19: Are the "Salient Features" (Placing Calls,
Answering Calls, Call Processing, etc.) capabilities or actual
feature/equipment requirements? Some of the requirements are normally
optional and can only be fulfilled by proposing hardware and software.
A19: Actual feature/equipment requirements. Q20: Does the customer
care if the product is refurbished or new, if all feature and warranty
specifications are met? A20: Product must be new. Q21: Page 1 stated
a listing of PBX with 190 digital phones. How many buttons on the sets?
A21: Minimum 8, maximum 16 buttons. Q22: How many analog ports (sets
and modems) are needed? A22: See RFP under "New Station Wiring". Q23:
How many trunks? Do they want the system equipped for all five? A23:
None. System will be programmed using individual lines. Q24: On page 4
they are asking for basic rate interface (BRI). How many? Will this be
coming on a T1? A24: None. Specs require this to be a capability of the
system but not required at this time (ISDN interface capability under
Courtesy and Flexibility). Q25: On page 4 they ask for zone paging. Are
we to assume that you need nine + all page? A25: System must provide
paging for all zones as well as individual zones. Q26: On page 4 they
are asking for memory retention with batteries. Is that for
programming? A26: Yes. Q27: On page 4 they are asking for message
detail accounting. Is this asking for a call accounting package. If so,
how many records? A27: No. Q28: Please furnish (1) the number of
Foreign Exchange Lines, WATS lines, and specialized common carrier
lines (2) In system capacity are the + 120 T1 channels in ports and
identified in trunk support one and the same. A28(1): System input will
be 65-70 common carrier lines. Foreign exchange lines, WATS, etc. were
cited only as examples of types of services that may be required.
A28(2): Yes. Closing date for receipt of proposals remains 4:00 p.m.,
Hawaii Standard Time, 5 Sep 97. Offerors should insure that all
