66 -- PLANE DYNAMOMETER SOL N0016797Q0306 DUE 091897 POC Fran Cooley, Contract Specialist, 301-227-5669; Joyce Bell, Contracting Officer, 301-227-1113 Naval Surface Warfare Center intends to negotiate on a sole source basis with Offshore Structure Analysis INC., 191 E. Weller Drive, Plainfield, IL 60544, under the authority of FAR 6.302-1. This is for ten (10) plane dynamometers. The dynamometer body is 3.625 inches along the main axis and 0.900 inches in diameter (including waterproofing and protection from handling). On one end of the dynamometer is a shaft 0.500+0.000/0.001 inches in diameter and 1.625 inches long with a 5/16-24 tapped hole 0.875 inches deep. On the other end of the dynamometer is shaft 0.500+0.000/0.001 inches in diameter and 2.000 inches long. In this end of the shaft there is a .250 inch hole for the cable to connect to the strain gages. Intersecting this hole is a 0.250 inch diameter slot 1.250 inches long to allow the cable to be bent out of the way so that the end of the shaft can be put in a blind hole 0.750 inch deep. The dynamometer must be completely waterproof to a depth of 30 feet of water. The dynamometer is to be able to measure torque around the main axis and 2 forces that are perpendicular to the main axis and normal to each other. The full scale ranges are +/- 100 ponds and +/-100 inch-pounds with an accuracy of 1%, repeatability of 1%, off axis sensitivity of less than 5%,linearity of 1%. The dynamometer will be powered with 5 volts dc and the output should be between 1 and 5 volts dc after an amplification of 1000. The cable from the dynamometer will have a vinyl jacket and have a length of 10 feet +/-0.5 feet. All linear measurements are +/-0.005 unless otherwise specified. Offerors that have the ability to provide the above dynamometers are invited to submit information as to their capabilities and any other pertinent data to the address above, to be received no later than 15 days after the date of this notice. No solicitation document exists; therefore, a request for such document will not be considered. Award will be made under Simplified Acquisition Procedures. SEE Note 22. (0240)
