U.S. Army Tank-automotive and Armaments Command is contemplating a sole
source, follow-on acquisition for testing the effect of engine
liner-ring surface coat thickness on friction surface temperature and
rate of heat transfer to the cylinder wall. This proposed action shall
be negotiated on a sole source basis with Wayne State University of
