Administration (FRA) intends to negotiate, on a sole source basis with
Bolt, Bernaek, and Newman Systems and Technology (BBN), the award of
a modification to contract DTFR53-95-C-00072. The modification is for
the purpose of moving the research on the Low Cost High Speed
Locomotive Quieting Using Active Noise Control Project into the design,
manufacture and testing of a prototype active-passive exhaust noise
control system stage, followed by an in-service demonstration of at
least 6 months to gauge the effectiveness, reliability, durability, and
customer acceptance of the system. The statement of work for the
initial contract award included providing proof-of-concept for the
silencer and completing detailed design and performance specifications
for a prototype unit. The basic contract was awarded to BBN in
response to a proposal submitted by BBN to FRA Broad Agency
Announcement 95-1. The applicable authority for this procurement is 41
U.S.C. 253 (c)(1) as implemented by FAR 6.302-1, "Only One Responsible
Source." This announcement is for information purposes only relating to
