synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation; proposals are being requested and a written solicitation
will NOT be issued. The Volpe Center plans to solicit a sole-source
simplified acquisition purchase from Polywell Computers, San Francisco,
CA to provide Global Enrollment System (GES) computers that would be
used in Enrollment Centers for all the Automated Inspection Systems for
the Immigration and Naturalization Service (INS). This acquisition is
approved for a sole source purchase order in accordance with FAR
6.302-1. All interested sources must be able to provide equipment and
software that is backwards compatible, and contractors must supply
computers that can interface with the customized software and computer
peripherals that were an earlier part of this program. Contractors
must identify the product by submitting pricing data and an accurate
description of the equipment being offered, which includes the make and
model numbers. If there are no responses received by close of business
September 8, 1997, a purchase order will be awarded to the above named
source. This solicitation is issued as a Request for Quote (RFQ),
Quotation No. DTRS57-97-Q-80202. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. The Standard Industrial Classification Code
is 3571 and the Small Business Size Standard is 1,000 employees. The
items are as follows (for a complete listing of specifications for
items 1 -- 3 you must contact Karen Marino at 617/494-2437): 1. File
Server, 7 EA.; 2. Airport Kiosk, 15 EA; 3. GES Workstations, 21 EA.
Delivery shall be within 30 days after award of purchase order to
DOT/Volpe Center, 125 Munroe Street, Receiving Dock, Cambridge, MA
02142, provision at 52.212-1, Instruction to Offers -- Commercial,
applies to this acquisition, no addenda applies. The provision at
52.212-2, Evaluation -- Commercial Items, applies to this acquisition
as follows: The offeror must provide the parts listed in the
specifications that are necessary to interface with the customized
software and computer peripherals. Award: Offers will be received on an
all or none basis. The Government will award a purchase order resulting
from this solicitation the responsible offering conforming to the
solicitation that will be the most advantageous to the Government,
delivery schedule, past performance and other factors considered. All
Offerors must include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items. The
clause at 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. The clause at 52.212-5, Contract Terms
and Conditions Required To Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition; additional clauses cited

Women-Owned and disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Business and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
information and applicable forms concerning the STLP, please call the
