Defense Logistics Agency intends to award on an other than full and open competitive basis pursuant to FAR 6.302-1 "Only One Responsible Source," with O'PIN Systems of Bloomington, MN. This notice of intent is not a request for competitive proposals. This is a combined synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items. No other solicitation will be issued for this requirement. The Soliciation document and incorporated provisions and clauses are those in effect through FAC 90-46. The applicable standard industrial code is 7372 and the small business size standard is $18 million dollars. This requirement is for one (1) enterprise license for 2,000 concurrent users and the engineering support for the installation of the software to replace the current UNIX based Online Reports System (ORS) at Defense Contract Management Command (DCMC). The replacement system must run on 486 Workstations, 66 MHz, 16 meg RAM, 400 meg Hard drive and run in Windows 3.1, 3.11, 95, 97 or Windows NT Workstation. Only O'PIN has a system that can operate in a distributed client server environment on a Microsoft NT server operating system and provide basic report distribution functionality for the current On-line Reports System. The product must not require any additional software running on a mainframe or telecommunications equipment. The server product must accept mainframe files and offer security features and must display reports in a Microsoft Windows GUI environment. O'PIN's system shall capture reports from multiple sources and pull reports from a variety of source computers without any third party or additional software. The client portion shall be a standalone operation. Users must be allowed to pull reports from multiple source servers; disconnect from the server; and operate in this standalone mode. The client portion shall allow users multiple means of access to their reports. Users shall be allowed to either choose from a menu list of reports, or be allowed to build their own collections of frequently used reports that can be retreived in an efficient manner, rather than navigating through an entire system. Users shall be notified when a new report is in the system ready for viewing. A firm fixed price-type contract is contemplated. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Under 52.212-2, Evaluation-Commercial Items, price and a delivery schedule of no later than September 22, 1997 are the evaluation factors. Offerors will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items and clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition.
