The Department of Energy (DOE) intends to issue a Request For Proposals (RFP) for Lead Test Assembly (LTA) Shipping Cask and Transportation Services. DOE has developed a tritium producing burnable absorber rod (TPBAR) which is designed to be placed in pressurized light water reactors. As part of the in-reactor demonstration portion of the Commercial Light Water Reactor Tritium Production Project, DOE will irradiate 32 TPBARs for one operational cycle at the Tennessee Valley Authority's Watts Bar Nuclear Plant beginning in the Fall of 1997. Following the operational cycle and outage, the TPBARs will be ready for transportation between May 1999 and October 1999 to an examination facility to be designated by December 1, 1997. Eight TPBARs will configure one LTA. This RFP pursues the acquisition of cask packaging and transportation services to prepare, package, load and securely transport four LTAs from Watts Bar Nuclear Plant, near Spring City, Tennessee, to an examination facility. The requirements include services for cask certification, transportation planning and technical assistance and LTA transportation services. The following qualification criterion is applicable: proposers must have a legal weight truck shipping cask that meets the requirements of 10 CFR 71.
