Rigid Hull Inflatable Boats (RHIB) and Davits for USNS SPICA, (T-AFS 9); USNS SAN JOSE (T-AFS 7) and USNS FLINT (T-AE 32). Provide one RHIB and Davit for each ship. Total of three (3) RHIBs and three (3) Davits are required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N62383-97-R-2799 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Contract Line Items (CLINs) are as follows: CLIN 0001 Consists of the following equipment and quantity: Provide three (3) Willard Sea Force 730, inboard 7.3 meter basic RHIBs with 730 Diesel Engine Installation option and Yanmar 4LH-MDTE-B 170 HP engine including jack shaft and Hamilton 211 waterjet drive. CLIN 0002 Provide the following optional equipment for each of the three RHIBs: 5 (five) Circuit/Nav Lights with Internal Battery Charger; Dual Batteries with Switch; Spotlight; Compass; Electric Horn; Bow Bitt; Tow Bitt; 2 (two) Paddles with Holder; Fire Extinguisher; Lifting Points; Lifting Slings; Full Cover; Shipping Cradles and Shrinkwrap; Spare Tube Set; Spares (1 Year of Consumable Spares); Sea Trial (Calif). Clin 0003 consists of 3 (three) sets of 3 (three) boat cradles designed to weld to ship's deck, complete with 3 (three) sets of installation drawings. CLIN 0004 consists of 3 (three) complete assemblies of Allied model D-6000FCT RIB Davits with constant tension winch and each equipped with one (1) Year's worth of Consumable Spare Parts. Delivery date for all RHIBs, RHIB Optional Equipment, Cradles and Davits with Spares is 120 days after receipt of order (ARO). Delivery will be FOB, NSC Oakland, as addressed above. The provision of FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition including any addenda to the provision. FAR 52.212-2, Evaluation -- Commercial Items, also applies to this acquisition. The following factors shall be used to evaluate offers and are in descending order of importance: A) Past Performance, B) Service Support, C) Delivery and D) Warranty. A) Past Performance -- List the contracts completed during the past three years. Include the following information for each contract: Name of customer, Point of Contact and Telephone Number, Quantaty and Type of Equipment Sold, Model Numbers, Delivery/Performance Dates (scheduled and actual) and Total Value of Contract. B) Service Support -- Describe in detail, offeror's dispatch methods, notification process, on call procedures and number of available technicians available to respondwithin 24 hours to attend vessels overseas or in CONUS. C) Delivery -- Offeror shall describe best delivery of RHIBs, Davits, Cradles, Parts and technical documents (expressed in calender days after receipt of notification of contract award). D) Warranty -- Describe Offeror's warranty of all equipment. Each Offeror will be evaluated on performance of prior contracts for similar products. Performance information will be used for both responsibility determinations and as an evaluation factor against which Offerors relative markings will be compared to assure Best Value to the Government. The Government will focus on information that demonstrates quality of performance/products relative to the size and complexity of the procurement. Award will be to the Offeror whose proposal, conforming to the solicitation, is determined to be the Best Value to the Government, technical, performance risk, price and other factors being considered. In selkecting the Best Value, the following factors will be considered: Technical and Price to the Government. Price will not be a numerically weighted factor in the evaluation of proposals, neither does the importance of Price bear a linear relationship to the technical proposal nor the Offeror's Past Performance record. The importance of Price in the evaluation of award will depend on the differences in evaluated technical quality among Offerors, differences in each Offeror's Past Performance History which demonstrates ability to provide customer satisfaction at low to no performance risk and abilty to provide sustained or increased technical quality in performance of this contract.. Th Price to the Government will be evaluated to determine realism and reasonableness of proposed Price. Offerors shall include a completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies, including any addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applicable and the Contractor agrees to comply with the following FAR clauses listed under paragraph (b): 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.225-3 Buy American Act -- Supplies; 52.225-9 Buy American Act -- trade Agreements Act -- Balance of Payments Program.
