This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subparts 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued; proposals are being requested and a written solicitation will not be issued. The solicitation number for this Request For Quote is N00244-97-Q-A786. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition circular 46. This solicitation is issued on a restricted basis. The Standard Industrial Code is 3559 and applies to businesses with less than 500 employees. FISC San Diego has a requirement for two balers. Statement of work / specifications: 1) First unit requirement is one cardboard baler, with salient characteristics of MAX-PAK Model MP-60E or equivalent, 2) Materials to be baled are cardboard and newspapers, averaging 5 to 10 tons/week, 3) Motor not less than 10 HP, cycle time not longer than 47 seconds, and cylinder diameter not less than 6", 4) 460V, 3 phase electrical, 5) Bale size not to exceed 60"x 30"x 48", 6) Bale weight not to exceed 800-1200 lbs., 7) NEMA type 12 electrical enclosures are required, 8) Baler shall meet or exceed all ANSI and OSHA standards for balers, 9) Requires baling wire: 25 bundles @ 250 wires per bundle or 50 bundles @125 wires per bundle, to be delivered with unit, 10) Second unit requirement is one baler, with salient characteristics of MAX-PAK Model MP-60HD or equivalent, 11) Materials to be baled are aluminum cans, plastic bottles, corrugated cardboard, and various types of paper products, averaging 5 to 10 tons/week, 12) Motor not less than 20 HP, cycle time not longer than 40 seconds, and cylinder diameter not less than 10", 13) 460V, 3 phase electrical, 14) Bale size not to exceed commercially acceptable size, 15) Bale weight not to exceed 800-2000 lbs., 16) NEMA type 12 electrical enclosures are required, 17) Baler shall meet or exceed all ANSI and OSHA standards for balers, 18) Requires baling wire: 25 bundles @ 250 wires per bundle or 50 bundles @125 wires per bundle, to be delivered with unit. FOR BOTH UNITS: 19) Provide a site requirements list for installation within 14 days after award of contract. Preparation of site will be completed by requiring activity. 20) Contractor will provide 14 days notice prior to delivery of equipment, 21) Delivery to be made within 60 days after award of contract, 22) Four sets of technical manuals shall be delivered with equipment. Manuals shall be the manufacturer's standard commercial publication, 23) Contractor shall install the equipment at the requiring activity within 20 days after delivery, 24) Contractor will provide all labor and resources necessary for installation. Requiring activity will provide an electrician to connect power IAW local regulations, 25) Contractor will validate installation within 25 days of delivery by operating equipment in all modes and evolutions for which it is intended, and verify performance is within design parameters. Operating time shall not be less than 4 hours, 26) Contractor shall provide eight hours of training for personnel at the receiving activity after installation and start-up, and within 30 days of delivery of equipment. Contractor shall provide all labor and resources for training, and shall have a prepared training agenda. Training shall be conducted by an expert in the operation and maintenance of the equipment, and will include warranty provisions related to the equipment. The contractor's Operation and Maintenance Manual shall be used as a training aid, 27) Warranty period shall not be less than 12 months, to begin on the date shown on the proof of shipping, 28) When specific items are not stated herein, all items listed as standard equipment in the contractor's published specification brochures and catalogs shall be furnished, 30) Delivery is to Naval Submarine Base New London, Groton, CT. Inspections and acceptance of material will be done by the receiving officer.
