20535-0001 39 -- FURNISH AND INSTALL VERTICAL LIFT SYSTEM SOL RFQ70235 DUE 092497

Bureau of Investigation (FBI) has a requirement for a Vertical Lift
System to be purchased and installed. The work will be performed at the
FBI, J. Edgar Hoover Building, 935 Pennsylvania Avenue, N.W.,
Washington, DC 20535, in accordance with the scope of work. This
acquisition will be processed in accordance with the Simplified
Acquisition Procedures (SAP) and is a 100% Small Business Set-Aside.
The Standard Industrial Classification Code is 3531 and the Business
Size Standard is 750 employees. This will be a Firm-Fixed Price "Brand
Name or Equal" solicitation for one (1) Vertical Material Handling
System, Model 21-6, Manufacturer: Pflow. If you are bidding on an
equal, the equipment must meet or exceed the following salient
characteristics: The unit must have a lifting capacity of 6,000 lbs.,
with a vertical rise of 10'3". Travel speed to be 25' per minute.
Hydraulic power unit with two (2) vertical posts, two (2) lifting
chains and cylinders, 2 to 1 ratio with chain and sprockets as well as
heavy duty cross over shaft. Carriage size to be 6' wide x 8" long, 10
HP TEFC 460/3 phase motor with NEMA 12 rated main control panel and 2
NEMA 4 rated push button stations for 2 level self maintained
operation. Control voltage to be 24 volts, guide columns to be 6" wide
flanged with 4" and 6" structural members as support for the carriage.
Unit to include: deck lock safety locks, automatically locking carriage
at the upper level to eliminate drift or bounce. Deck locks to be able
to support 12,000 lbs. In case of overload during loading and
unloading and to be able to level deck even with an unbalanced load.
Carriage not to move if loaded to more than 120% of rated capacity.
Over travel to be prevented by mechanical stops. Safety cams to prevent
uncontrolled descent in case both chains break. Velocity fuses to
prevent uncontrolled descent in case of hydraulic hose rupture.
Carriage to be supplied with safety rails on non-operating ends and
safety chains diagonal drop bars or gates at operating ends. Upper
level to be provided with bi-parting swing gate and mezzanine back
stop. Swing gate to be interconnected so that unit will not operate
when gates are open. Lower level to be enclosed by three sided
enclosure (plus existing wall). Lower level to have one piece vertical
acting gate interlock to prevent unit operation when gate is open.
Unit to have custom 11" long bridge plate at upper level mounted off of
oversized columns and sway braces to span 11" gap between mezzanine and
lift platform. The equipment must also have a warranty period of at
least one (1) year. The above listed characteristics are intended to be
descriptive, but not restrictive. If an "equal" product is proposed,
the specifications and manufacturer for the "equal" must be included in
the quote. Installation of the above equipment shall include the
following: concrete work -- saw cut existing slab, demolish, remove
debris, frame up and pour new 6" x 8" pit to accommodate vertical lift
platform. Also, the contractor must install the mechanical and
electrical to support the above equipment. This project will begin as
soon as the successful bidder has been cleared through FBI security for
access to the building. A walk-thru of the work site will be held on
9/19/97, at 10:00 a.m., eastern standard time, the point of contact

acquisition. The government will award to the offeror whose work
experience, bid proposal best conforms to this solicitation and price
