synopsis/solicitation prepared in accordance with Federal Acquisition
Regulation Subpart 12.6 for commercial items as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This solicitation is issued
as a Request for Quotation (RFQ) using solicitation number
F0561197T6639. This acquisition is for Staefa control system valves and
components manufactured by Staefa Control Systems, Inc. for mechanical
and electrical equipment connected to the base wide Energy Management
and Control System (EMCS) System. This is an approved sole source
acquisition action as authorized by AFFAR SUPP 5313.106 under
Simplified Acquisition Procedures, based on the need for compatibility
with exisiting Staefa equipment, hardware, and software. No Request
for Quote (RFQ) package will be issued. However, all interested sources
may identify their product by submittingpricing data, an accurate
description of the equipment offered and make and model numbers of the
equipment. Only responses containing this data will be considered for
the purpose of determining whether to conduct a competitive
procurement. If no favorable responses are received by close of
business 15 days from the date this notice appears in the CBD, a
purchase order will be negotiated with the above named source. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The Standard
Industrial Classification Code is 3822 and the business size standard

acceptance time period of 90days. The following additional provisions

evaluated in accordance with the following criteria, all of which are
of equal importance: (1) Technical Capability, (2) Past Performance,
and (3) Price. Technical capability of the proposed offered product
shall be evaluated to determine if the product offered meets the brand
name specifications set forth in this solicitation. If an "or equal"
is being offered, the quoter must state the manufacturer, brand and
model number of the "or equal" and include any and all descriptive
literature for the "or equal" with the quote, so the technical
evaluation can be accomplished. Past performance will be evaluated to
ensure satisfactory business practices and timely performance. Price
will be evaluated to determine its fair and reasonableness as it
