synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is being issued as
a Request for Quotation No. 656-15-97. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-46. This solicitation is under the
Simplified Acquisition Procedures for Small Business-Small Purchase
Set-Aside. The Standard Industrial Classification Code is 2431, and the
Business Size Standard is 500 employees. First style of doors required:
Birch doors to be premachined, refinished. Color: Natural. Seven foot
doors, wood flush, solid core birch veneer, premium grade on two sides.
All edges of door to be solid clear birch, machined to match existing
hollow metal frames. Mortise regular locks and hinges. Twenty minute
fire rating. Quantity and width requirements of this style door: Item
No. 1: Forty-seven (47) each of forty-two inch (42") width Doors. Item
No. 2: Forty-two (42) each of thirty-six inch (36") width doors. Item
No. 3: Seven (7) each of eighteen inch (18") width doors. Second style
of doors required: Birch doors to be premachined, refinished. Color:
Natural. Seven foot doors, wood flush, solid core birch veneer, premium
grade on two sides. All edges of door to be solid clear birch. Machined
to match existing hollow metal frame mortise regular lock. One (1) hour
fire rating. Quantity and width requirements of this style door: Item
No. 4: One (1) each of forty-eight inch (48") width doors. Item No. 5:
Six (6) each of thirty-six inch (36") width doors. All the following
hardware to have a Chrome Finish: Item No. 6: One Hundred Five (105)
each Hinges 4-1/2 Inch. Item No. 7: One Hundred Five (105) each Mortise
Locks, less cylinders, Best Lock No. 35H7E3H/626 or Corbin ML2251 LWA
630. Item No. 8: Six (6) each Vertical Rod, Von-Duprin No. 9927 L F.
Hardware to be installed except for the two extra being purchased which
will be installed by the VA Medical Center, St. Cloud, Minnesota
personnel. Doors will be installed by the VA Medical Center, St. Cloud,
Minnesota personnel. Site visit will be required to determine existing
conditions (sized, swing, labels). Delivery of items to be at Building
No. 14, Warehouse, VA Medical Center, 4801 8th Street North, St. Cloud,
Minnesota within 30 days after receipt of order. Each offeror shall
include a completed copy of the FAR provisions at 52.212-1 Instructions
to Offerors -- Commercial Items (Oct 1995); clause FAR 52.212-2
Evaluation-Commercial Items (Oct 1995); Clause 52.212-3 Offeror
Representation and Certifications -- Commercial Items (Jan 1997);
52.212-4 Contract Terms and Conditions -- Commercial Items (May 1997)
addenda to delete paragraph (p) and replace with (p) Limitation of
liability: Seller expressly warrants that all goods, material and
workmanship will conform with applicable drawings, specifications,
samples, or other descriptions given, will be fit for the purpose
intended, and will be free from defects. All goods delivered and
services performed will be subject to test and inspection by Buyer at
the place of manufacture or at designation or at both. Any of the goods
found at any time to be damaged (including goods damaged due to
unsatisfactory packaging by Seller) or defective in material or
workmanship or not in conformity with this purchase order may be
corrected by Buyer at Seller's expense or rejected and returned at
Seller's expense. If Buyer elects to return such goods to Seller at any
time, Buyer shall be entitled to credit or replacement goods or
services at the price charged. However, Buyer's inspection or failure
to inspect shall in no way relieve Seller of responsibility hereunder,
and Seller will in all cases indemnify and hold buyer harmless against
any and all claims, liabilities, costs, damages or expenses (including
attorneys' feeds) of any kind caused by Seller's breach of the
foregoing warranty, including but not limited to all costs and expenses
related to product recall. The foregoing shall not be in limitation of
any rights that Buyer may have at law or in equity by reason of any
breach of warranty, express or implied. Seller shall maintain product
liability insurance in such amounts as is customary for its type of
business, and upon request by Buyer, Seller will provide Buyer with a
certificate of such insurance. VAAR 852.219-70 Veteran-Owned Small
