Bureau of Investigation (FBI) has a requirement for the construction of
a geophysical test site for equipment testing, evaluation and training.
Construction will consist of excavating a hole 96 feet long by 48 feet
wide with a depth of eight feet. The hole is to be refilled with
materials as specified in the statement of work. The site will be built
near the Engineering Research Facility, adjacent to Research Drive,
Quantico, Va., 22135. It is to built in two phases. The site has been
used for years as a holding place for discarded material and equipment
by the FBI Academy, therefore, it will be necessary to remove nearly
fourteen hundred yards of earth in order to insure no foreign articles
are present. It is being requested that the contractor will provide a
time lapse period of no less than 120 days between Phase I and Phase
II. Phase I is contingency on the availability of funds in fiscal year
1997, ending September 30, 1997. Phase II is contingency on the
availability of funds in fiscal year 1998, beginning October 1, 1997.
NOTE: If funding comes available for Phase I, then work is to begin
prior to end of fiscal year-September 30, 1997. It is requested that
the contractor provide separate pricing for both phases as indicated in
the scope of work and drawings for Request for Quotation (RFQ) 70372.
This acquisition will be processed in accordance with the Simplified
Acquisition Procedures (SAP) and is a 100% Small Business Set-Aside.
The Standard Industrial Classification Code is 1629 and the Business
Size is $17 million in annual receipts. This will be a Firm-Fixed Price
Contract. A walk-thru of the work site will be held on September 9,
1997, at 10:00 a.m., Eastern Standard Time (EST). Contractors that plan
to attend will need to notify the point of contact -- Sharon K. Starkey
at 202-324-3718 by September 5, 1997. The Davis-Bacon Act and FAR
clauses that will apply to this acquisition will be provided in the
RFQ. Each offeror shall provide a list of at least three (3) references
from projects exceeding $25,000.00. Past performance information shall
include the following: name & address of the organization, name and
telephone number of a person who can verify work and a brief
description of the services rendered. This project will begin as soon
as the successful bidder has been cleared through FBI security for
access to FBI property. All responsible sources may submit a quotation
which, if timely received, shall be considered. Th RFQ package release
date is September 9, 1997. Those interested in receiving a copy of RFQ
70372 shall telefax Ms. Sharon K. Starkey at 202-324-8031. The closing
date is September 12, 1997. Telephone requests will not be honored .
The government will award to the offeror whose work experience, bid
proposal that best conforms to this RFQ, and price being most
advantageous to the government. Award will be made within one (1) week
