The Government is seeking a qualified contractor to develop and deliver a relocatable version of the Ground-based Electro-Optical Deep Space Surveillance (GEODSS) system. The relocatable version, known as the Relocatable Optical System (ROS), will consist of a single telescope and associated image processor, data processor and communications equipment for deployment at Moron Air Base, Spain. An option to add a second telescope and associated equipment to the system may be included. Another option may be included for a second ROS. The second ROS will be a single or dual telescope configuration for deployment at a to be determined location. The ROS will be built upon existing GEODSS Upgrade Prototype System (GUPS) technology which was developed by TRW Electronic Systems Technology Division under a separate contract effort. The Government furnished GUPS will be the basis for the first ROS including the telescope and mount. However, completion of the ISO shelter design, procurement of shelter parts and performance validation is still required. GEODSS prime mission equipment fielded under the GEODSS Modification Program will be procured and incorporated into ROS to maintain commonality between ROS and the GEODSS fixed sites. The ROS contractor will be responsible for an upgrade to the Government furnished sensor controller software to include CCD-based photometry. The software upgrade will require completion of the design, development and test of the Charged-Coupled Device (CCD) based photometry software that resides within the GEODSS sensor controller. The contractor will upgrade the functionality of the GUPS 1960 x 2560 pixel CCD camera making it deployable and supportable. The ROS will be made logistically supportable, and will be able to interface with and be remotely controlled by the Optical Command, Control and Communications Facility located at Edwards Air Force Base, CA. Prospective offerors should have demonstrated expertise and ability in (1) systems development and integration, particularly within the electro-optical arena, (2) handling and installation of large aperture telescopes and their associated mounts, (3) testing of electro-optical systems, (4) implementation of software and algorithms to allow for space surveillance, including metric measurements, CCD-based photometry and space object identification, (5) design of relocatable telescope systems, (6) deployment of space surveillance sensor systems to locations outside the continental United States, (7) system software configuration management, (8) spares provisioning, training, technical manual preparation, packaging and transportation. The Government has started to post portions of the draft Request for Proposal (RFP) and other pertinent program information to the Hanscom Electronic RFP Bulletin Board (HERBB). Interested parties may gain access to the HERBB via the World Wide Web (http://www.herbb.hanscom.af.mil). Parties should be prepared to provide the following information in order to log onto HERBB for the first time: full name, company name, company address, phone number, fax number, CAGE code, type of business (large, small, SDB, woman owned, etc.). Any firm wishing to submit a qualification package should do so within 15 days of publications of this notice. Qualification packages should be no longer than 10 pages including any graphics, tables or photographs and should be sent to ESC/TNK, Attn: Ms. Themoula Poirier, 51 Schilling Circle, Hanscom AFB, MA 01731-2802. If the Government determines that your firm meets the required qualifications, your firm may be contacted and asked to submit a Rough Order of Magnitude cost for the ROS effort. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
