combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
263-97-P-(AB)-0050 and is issued as a Request for Proposal (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 90-46. The standard industrial code (SIC)
is 3826 and the business size is 500 employees. The National Institutes
of Health, National Institute of Allergy and Infectious Diseases,
Bethesda, Maryland, has a requirement to acquire one (1) each Molecular
Protein Recognition System. The NIH intends to contract with Ciphergen
Biosystems, Inc., 490 San Antonio Rd.., Palo Alto, CA 94306, the only
known source for this equipment. The equipment shall consist of the
following specifications: 1. Shall use micro-arrays to perform
surface-enhanced protein affinity capture assays for detection and
characterization of trace analytes by surface-enhanced laser
desorption/ionization. 2. Shall use antibodies to capture capsid and
recombinant proteins and identify them by mass. 3. Shall use antibodies
to capture target proteins in the low femtomole range and identify them
by mass and by on-chip processing, including epitope mapping. 4. Shall
use only one micro liter of sample from complex fluids such as serum
feces. 5. Purification shall take place on the protein chip surface. 6.
Shall allow the use of metal ion (Ni) surfaces to specifically separate
recombinate proteins in the low femtomole range from contaminates and
allow on-chip analysis including peptide-mapping, micro-sequencing and
analysis of post-translational modifications from a micro liter
sample. 7. Shall use ProteinChip Arrays to perform surface enhanced
neat desorption procedures for the analysis of low molecular mass
analytes from 0 to 1,000 daltons. 8. Shall be designed to be operated
unattended and have full analyte quantitation capabilities. The
contractor shall deliver the equipment within thirty (30) calendar days
after date of contract award. The Government will evaluate based on
F.O.B. Destination and acceptance at (Bethesda, Maryland) and the
requirements of FAR 52.214-21 "Descriptive Literature" apply.
Proposals/Information provided must demonstrate the equipment's ability
to meet the specifications described herein. FAR provisions 52.212-1
Instructions to Offerors-Commercial, applies to this acquisition. Award
will be made to the technically acceptable low offer. A completed copy
of the provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, is required as part of the offer. The
clause 52.212-4 Contract Terms and Conditions-Commercial Items applies
to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items applies to this acquisition. The Contractor
will be paid following delivery, and acceptance of the equipment. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify to the
Contracting Officer their interest and capability to satisfy the
Government's requirement with a commercial item within 15 days of this
notice. A determination by the Government not to compete with this
proposed contract based upon responses to the notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
