solicitation is a Request For Quotation (RFQ). The solicitation number
is DABT11-97-Q-0276 for four line items for equipment to include
installation. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is 100% set-aside for small business. The Standard
Identification Code is 7372, business size is $7.0 million. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. Purchase
description: Furnish all plant, labor, materials, and equipment for
installation of the following: Line item 0001: VIVID 100BaseT Orange
Ridge, SM part # 90-2931-01, 1 each; Line item 0002: GeoRim/EDT W/16
SWD ENET/2-100UL, part # 90-3803-04, 4 each; Line item 0003: VIVID
ON-THE-Line Support, part # 91-0066-02, 1 each; and line item 0004:
Installation and integration, 1 service. This equipment shall be
interoperable with the existing ATM infrastructure. Line item 0001,
VIVID 100BaseT Orange Ridge is an ATM edge device linking high speed
Ethernet devices into a VIVID Switched Routing system and features
include the following: 1) IP Switched Routing based on ATMF MOPA. 2)
IEEE 802.1d Transparent Bridging. 3) ATMF UNI 3.1 Switched Virtual
Circuits (SVCs). 4) Forwarding Rate: 178,560 pps, bi-directionally, low
latency (33 microseconds). 5) Locally attached devices have up to 4,000
Source MAC addresses. 6) The forwarding cache has up to 8,000
Destination addresses. 7) Management includes: SNMP, RMON (RFC 1757),
VIVID System Manager, remote software download (FTP), Telnet and Spy
Port. 8) Connects to single mode fiber. Features of the VIVID 100BaseT
Orange Ridge Hardware include the following: 1) Fast Ethernet
interfaces with (12) Autosensing, Full-Duplex 100BaseT/10BaseT. 2) ATM
interface with one modular ATM port, 155 Mbit/s, OC3, choice of MMF,
SMF, or UTP ATM Modules and ATM Forum UNI 3.1 SVC Signaling. 3)
Management interface includes VIVID System Manager via ATM connection
and local management through RS232 serial port. 4) Non-volatil
interface with two banks of Flash EEPROM 4MB RAM for Buffering. 5)
Safety compliance to include UL 1950, CSA C22.2, EN60 950. 6) EMC
compliance shall be FCC Class A, DOC Class A, VDE Class B, EN. 55 022,
081 and 082. 7) Mounting options shall be a 19 inch rack, table or
wall mount. 8) Dimensions of the VIVID 100BaseT Orange Ridge are:
Height 5.25 inches; Width: 17 inches; and Depth: 14 inches. 9) Weight
of the system shall be not more than 19 pounds and not more than 22
pounds with redundant power supply. 10) The system shall be operational
in temperatures ranging from 32 degrees fahrenheit to 104 degrees
fahrenheit and relative humidity levels between 5 to 95 percent,
non-condensing. 11) Power supply shall include optional redundant power
supplies, autoranging, 12) load sharing 85-132 VAC (low range), 170-264
VAC (high range) and 47-63 Hz. 13) Power consumption shall be 75 watts
maximum. Line item 0002, GeoRim/Edt is an Ethernet switch with the
following features: 1) 16 Switched 10Base-T ports. 2) Shall have two
Fast Ethernet ports (100Base-TX and 100Base-FX). 3) The system shall be
fully SNMP manageable. 4) The system shall have a roving port monitor.
5) The system shall have a Spanning Tree 802.1d support. 6) The system
shall have 16,000 Media Access Control (MAC) address table. 7) The
system shall have a simplified menu driven switch configuration via
serial port or telnet. 8) The system shall have wire-rate switching on
all ports and any frame size. 9) The system shall have TFTP for inband
software updates. 10) The system's dimensions shall be: Height: 1.75
inches; Width: not more than 23 inches; and Depth: 9.5 inches. 11)
Weight shall not exceed 10 pounds. 12) Power requirements: 115/230 VAC,
60/50 Hz 60VA. 13) Operating environment range shall be from32 degrees
fahrenheit to 112 degrees fahrenheit and humidity range shall be from
-0 to 95 percent relative, non-condensing. 14) Storage environment
range shall be from -16 degrees fahrenheit to 144 degrees fahrenheit,
humidity range shall be from -0 to 95 percent relative, non-condensing.
15) Agency compliance shall be UL, CSA,CE,TUV, FCC Class A, VDE Class
B. Line items 0003 and 0004 include VIVID ON-THE-LINE Support and
Installation and integration. The contractor shall provide installation
and integration of the system to include providing adapters, fiber
Optic Jumpers to connect to the installation VIVID WorkGroup Switch and
install 2 Single Mode SC-ST Connectors, 1X100 feet and 1 at 15 feet.
Installer shall have extensive knowledge of ATM, OSPF router protocols
and Certified MPOA. Installer shall have knowledge of SONET, ATM and
fiber test equipment to verify correct operation of interfaces stated
above. Shall work with VIVID Route Server and System Manager and
provide Routed and Bridge Virtual Networking capabilities. Each port
can be configured as a member of multiple IP Routed Virtual Networks
and protocol specific Bridged Virtual networks. The system shall be
tested and fully operational prior to acceptance. FOB destination Fort
Gordon, Georgia. Complete technical description and product literature
of the items being identified shall be submitted with the offer and in
sufficient detail to evaluate capability. Descriptive literature or
additional information submitted after deadline for offers will not be
considered for evaluation. Provisions and clauses applicable are: FAR

criteria for FAR clause 52.212-2-Commercial Items is price and
technical capability of the equipment offered. Factors are equal in
importance. Offerors shall respond to FAR clause 52.212-3, Offeror

Offeror must insert the remittance address, if different than the
mailing address. The contractor shall submit invoices prepared in
accordance with FAR clause 52.232-25, Prompt Payment in quadruplicate,
to the following billing office: DAO-IN-Fort Gordon, Georgia
30905-5015. A pre-award survey may include financial resources, ability
to comply with schedule and purchase description, past performance,
past record of integrity and any other qualifications or eligibility
requirements for receipt of award. Derogatory information obtained from
the pre-award survey may be cause to determine the offeror
non-responsible and therefore, ineligible to receive an award. Offeror
is to provide three (2) references of previous government or private
industry contracts of a similar nature, with address and phone number,
which the offeror has performed in the last (3) years to assist with
the pre-award survey. One award will be made to the lowest responsive
and responsible offeror whose offer meets the purchase requirements
herein and is found to be most advantageous for the government. Offers
with capability statements shall be received by the Directorate of
Contracting, Contracting Division, Fort Gordon, Georgia no later than
2:00 p.m. local time on September 10, 1997. Offers received in this
office after time designated for receipt of offers will not be
considered. Delivery is required no later than six weeks after date of
