synopsis/solicitation for commerical items prepared in accordance with
the format in FAR Subpart 12.6. No futher notices or written
solicitation will be issued. This SOL incorporates the provisions and
clauses in effect as of FAC 90-45. This SOL is for Operable Moveable
Partitions and Installation. Scope of work is as follows: The
Contractor shall furnish all labor, materials, and equipment necessary
to provide and install the items specified herein. The government
shall provide the access to the classrooms where the work is to be
performed. The contractor shall keep the equipment in good operating
condition, conforming to all safety regulations. The contractor shall
purchase and install new operable wall partitions. The government shall
provide the access to the classrooms where the work is to be performed.
The work under this contract shall be coordinated with work under three
other separate contracts to (1) demolish stages and rear projection
booths, paint walls, extend the existing mechanical distribution
systems in the two center structural bays and reconfigure/install layin
ceiling in association with mechanical work;(2) install new marker
boards on north and west walls and (3) remove and replace existing
carpet with new. Quality Assurance: The operable walls herein specified
shall be furnished and installed by an authorized distributer licensed
by the operable wall manufacturer. Acoustical Performance: Laboratory
acoustical performance of the operable wall shall have been tested in
an independent acoustical laboratory in accordance with ASTM E 90 test
procedure. A full scale 14' x 9' specimen shall have attained an STC
rating of no less than 44. A written test report by the test facility
shall be available upon request. Shop Drawings: Submit shop drawings
fulling describing partition fabrication, layout, and installation.
Include details of track, trolleys, hardware etc. Indicate loading to
be imposed in the supporting structure. Show all anchorage, accessory
items, caulking, and finishes. Operation: Operable wall shall be a
series of individual flat panels hinged in pairs, manually operated,
top supported with operable floor seals. Panel hinges shall be full
leaf butt hinges, attached directly to panel frame. Hinges mounted into
panel edge or vertical astragal are not acceptable. Materials: 1 Panel
Construction: Panels shall be nominal 3" thick in manufacturer's
standard 25' width. All panel horizontal and vertical framing elements
shall be formed steel. Panel skin shall be 0.50" particle
board,pressure laminated to panel frame. Panel Finish: Reinforced vinyl
with woven backing weighing not less than 15 ounces per lineal yard.
Color shall be tan. Sound Seals: Vertical interlocking sound seals
between panels (astragals) shall be required in each panel edge.
Astragals shall be steel for maximum durability and fire resistance.
Rigid plastic astragals or astragals in only one panel edge are not
acceptable. Horizontal top seals shall be low-friction continuous
contact multi-finger extruded vinyl sweeps with no mechanically
operated parts (standard). Horizontal bottom floor seals shall be
manually activated operable bottom seals providing nominal 1.50"
operating clearance. Suspension System: Track shall be all steel, with
a minimum 11 gauge roll-formed steel. Extruded aluminum track is not
acceptable. Track shall be capable of either direct mounting to a wood
header or shall be supported by adjustable steel hanger brackets
connected to structural support by pairs of 10 mm (.38) diameter
threaded rods. Brackets must support the load bearing surface of the
track Exposed track soffit shall be all steel, integral to the track
and prime painted. Wood or aluminum soffits are not permitted. Each
panel(except hinged panels) shall have one all-steel, integral to the
track and prime painted. Wood or alumimun soffits are not permitted.
Pass-Thru Door: Pass door shall be of same thickness and appearance as
the panels. It shall be equipped with a friction latch and hand pulls
for panic operation. No threshed will be permitted. LINE 0001 is for:
Overhead track mounted operable wall partitions (36). Size 25'L x
12'H. 18 of the partitions to have doors with friction latch. Door Size
3' W x 7' H 1 LT Total Cost. LINE 0002 is for: Removal of existing
operable wall partitions and install 36 new partitions in Bell Hall
classrooms 8, 10,12, 14, 16, 18, 20, 22, & 24 including all hangers,
headers and hardware associated with partitions, as well as doors in 18
of the partitions (2 partitions with doors per classroom). Installation
shall be installed according to manufacturer's instructions and
descriptive data. This will be a firm fixed price contract. The
acquistion is set-aside for total small business. The size standard for
a small business concern is 500. The standard industrial code (SIC) for
this acquistion is 2542. Work will commence upon award and will be
completed by 1 Aug 98. All responsible parties are invited to: (1) Site
visit conducted on 9 Sep 97, 0900 hours at main east entrance of Bell
Hall, CGSC, Bldg 111, Fort Leavenworth, Kansas. No other site visits
will be conducted. (2) Submit Invitation for Bid (IFB) and identify
their capabilities for providing above items. Bids must include: (1)
Brand, model with pertinent descriptive literature and illustrations.
(2) Price, delivery schedule, FOB destination. (3) Installation
services. Bids will be considered for award only from entities who
provide clear and convincing information as outlined above: (1)Received
not later than 1500 hours 18 Sep 97, (2) who propose equipment that
meets the minimum requirements of the government and (3) determined to
be the most advantageous to the government considering price and
