appeared in the May 29, 1997 issue of the CBD, is modified to delete
POC Bruce J. Lavonis, Contract Specialist, (202) 324-0560, and replace
with POC Bernice T. Evans, (202) 324-8810; and to read as follows: The
Federal Bureau of Investigation (FBI) requires installation of window
film for the J. Edgar Hoover (JEH) FBI Building, located in Washington,
DC. The JEH FBI Building has approximately 88,000 square feet of
windows on the exterior of the building. The FBI requires coating of
the exterior windows with a security film and securing the window film
to the window frame to retain shards. The film shall be an optically
clear or tinted base. The successful contractor shall provide all
plant, labor, materials, and equipment required to install the window
film as set forth in the solicitation. The security window film shall
be manufactured from single or laminated layers of optically clear or
tinted polyester or polyethylene terephthalare that may be from a
minimum of two (2) to a maximum of fourteen (14) mils of thickness
depending upon the window's height above the ground, ANSI and CPSC
independent lab test results. The film shall have an abrasion and
scratch resistant coating on the surface that is not treated with the
adhesive. The adhesive shall be pressure sensitive, optically clear,
and weatherable. The contractor has 150 calendar days from the Notice
to Proceed date to install the window film. A warranty for a period of
seven (7) years from the date of acceptance is required. Bidders are
required to submit information and references which clearly
demonstrates their company's past performance and personnel experience
on this type of installation. The successful contractor and all
personnel working on the project shall undergo a security background
check; the scope of which will be determined by the FBI. The contractor
shall comply with all security requirements stated in the solicitation.
A firm-fixed price type contract is anticipated as a result of this
solicitation. Requests for this solicitation shall be received in
writing by the above-stated POC within 15 days from the date of this
announcement. Requests previously submitted in response of the May 29th
CBD announcement will be honored. Estimated solicitation release date
