PRE-PRDA CONFERENCE SOL PRDA 97-18-AAK POC Contact Alan Struckman,

255-5201 Wright Laboratory (WL/AAKR) plans to issue Program Research
and Development Announcement (PRDA) 97-18-AAK for the award of an
Indefinite Delivery/Indefinite Quantity contract(s) for the Sensor
Technologies Integration Laboratory (STIL) program. The objectives of
the program are to design, develop, improve, analyze, model, test,
evaluate and demonstrate Automatic Target Recognition (ATR) and Sensor
Fusion (SF) technology domains for the Wright Laboratory Combat
Information Technology Division (WL/AAC). This program will apply
advanced engineering and computer technologies to explore seven topic
areas: (1) Data Management; (2) Laboratory environments; (3) ATR/SF
evaluation; (4) Modeling; (5) Radar algorithm development; (6)
Multi-Sensor Fusion algorithm development; (7) Signature Exploitation.
This program is part of the ongoing effort at WL/AAC to develop and
test recognizers and recognizer technology as well as emerging Sensor
Fusion systems and algorithms. This program will contribute to that
effort by providing sensor data products and tools, development and
evaluation environments, evaluation methodology and expertise, and
advanced modeling concepts with government in the critical path as an
in-house capability for developing state-of-the-art and beyond
technologies and advanced avionics. It will also investigate algorithm
development and analysis on a small scale in the areas of
single-sensor (primarily radar), multi-sensor, and signature
exploitation. Customer mission domains are aerospace-to-aerospace
identification and tracking and aerospace-to-ground attack and
surveillance. STIL performs research, exploratory/advanced development,
expert analyses, algorithm evaluation, target modeling, and
quick-turnaround assessments for the following technology domains of
Wright Laboratory's Combat Information Technology Division (WL/AAC):
Sensor Fusion (WL/AACF & WL/AACS), Automatic Target Recognition
(WL/AACA & WL/AACR), Target Modeling (WL/AACT), Algorithm Integration
(WL/AACI), and Reference Systems (WL/AACN). WL/AAKR anticipates making
multiple awards. The anticipated ceiling of the program will be $48.2
million spread over 60 months. Anticipated award dates are Mar 98 --
Aug 98. The PRDA is scheduled to be synopsized 22 Sep 97. Supplemental
packages will be released at publication of the PRDA synopsis.
Interested parties are invited to attend a pre-PRDA conference from 1-3
P.M., 16 Sep 97, in the Avionics Auditorium, Building 620,
Wright-Patterson Air Force Base. The auditorium doors will open at
12:30 P.M. An overview of the acquisition, from both a technical and
contractual perspective will be presented. Interested parties are asked
to limit attendance to no more than three representatives from each
prospective team member. Those planning to attend should forward the
name, address, and phone number of their company, and the names of
those who will attend, to Alan Struckman, WL/AAKR, facsimile number:
(937) 255-3985. Request that the information be received no later than
12 Sep 97. To facilitate teaming arrangements and small business
participation, the names and addresses of interested companies will be
issued to all prospective offerors in the supplemental package to this
PRDA. Prospective offerors also should submit requests for the
supplemental package to Mr. Struckman, WL/AAKR, Building 7, 2530 C
Street, Wright-Patterson AFB, OH 45433-7607. Interested parties also
are invited to submit a statement of capabilities to Mr. Struckman.
Such statements should indicate the business status size and should be
received by Mr. Struckman no later than 15 Sep 97. An Ombudsman has
been appointed to hear concerns from offerors and potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the Contracting
Officer, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate government personnel. All
potential offerors should use established channels to voice concerns
before resorting to use of the Ombudsman. When requested the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of the proposals
in the selection decisions. Size Status: For the purpose of this
acquisition, the size standard is 500 employees (SIC 8731). Interested
parties should direct all routine communication concerning this
