This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. The solicitation number is
R6-20-97-47 and issued as a Request for Quotations. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46. This solicitation is
unrestricted for the Standard Industrial Code of 851, Forestry
Services, and has a small business size standard of 5 Million. This is
a Indefinite Quantity award with a minimum quantity of 20 days with a
estimated quantity of 50 days, and a maximum quantity of 90 days.
Contractor shall supply a quote for the minimum quantity of 20 days.
The unit of measure shall be days, with each day being eight (8) hours
excluding breaks and equipment breakdown time. The quote will be
evaluated using, past performance for similar contracts over the past
12 months, price and equipment description. The project location is on
the Chiloquin Ranger District of the Winema National Forest, Klamath
Falls, Oregon. This solicitation requires mechanical slash disposal for
fire hazard reduction and site preparation. All work areas may be
reached by Forest roads that are accessible by standard two-wheel drive
pickup during normal operating seasons. No vehicles will be permitted
to operate off system roads without approval of the Contracting
Officer. No accessibility due to snow, fallen trees, slides or washouts
on roads may or may not be corrected at the option of the Government.
If road access is blocked, the Government may, (1) provide an alternate
access route; (2) delete the unit(s) or; (3) substitute similar
unit(s). (4) Boundaries other than for easily identified cutting lines,
have been plainly marked by the Government with contract boundary
posters, and supplemented where needed with blue/white stripe plastic
ribbon. Slash reduction will occur in Shaws unit number 13, which was
pre-commercially thinned in August 1997. Slash materials include
vegetative and woody material on the ground varying in size from 1" to
13" DBH from 3' to 12' lengths. Standing trees designated with pink
ribbon around the bole will be topped below lowest live limb. Trees
vary in size from 3" DBH to 10" DBH. Unit ranges from 0-10 percent
slope. Slash is expected to be heavy over most of the area. Mixed
species of Ponderosa Pine, Douglas Fir, White Fir, Incense Cedar and
Sugar Pine. Unit has scattered areas of rock concentrations, varying
from spot size to quarter acre. The Contractor shall: Furnish all
labor, equipment, supplies, materials, supervision, and incidentals to
perform the contract work. Provide employees with a minimum of 6
months experience operating a slash buster machine. Obtain permission
to use or reopen closed roads and access units through fences or other
improvements from the COR. After completion of work, and prior to
acceptance of a unit, these improvements shall be repaired and restored
to original condition. Equipment to be used shall: Have a minimum of a
four (4') foot power driven rotary head with capabilities of chopping,
chewing or grinding wood fiber up to and including thirteen (13) inches
in diameter. A tracked machine with 5 lbs. or less per square inch of
ground pressure, a minimum of 118 flywheel horsepower, 36' reach, turbo
engine and an operating hour meter. The width of the machine including
accessories shall not exceed 12 feet in width. Be able to maneuver
within tree spacing of 14 to 16 feet without damage to the leave trees.
It is the intent of this solicitation to treat concentrations of slash
rather than individual isolated pieces. Slash shall be considered
satisfactorily treated when: All limbs are removed and slash is as
close to the ground as physically possible. Slash shall not be treated
under the following conditions when: Soil erosion potential is high
(as designated by the Contracting Officer).

.......... Ground is too rocky to operate on (as designated by the
Contracting Officer). The contractor shall exercise extreme care to
prevent damage to all physical improvements (roads, fences, ditches,
etc.) on the contract area. The contractor is responsible for immediate
repairs to damaged physical improvements. The contractor shall not
drive off an open system road, except with low ground pressure
vehicles. Treatment of slash shall be accomplished with the least
possible damage to ground cover, soil, and the standing leave trees. No
more than four (4) damage trees per acre will be permitted. If in the
opinion of the COR damage is excessive, the Contractor shall be
required by the COR to alter his operation to prevent the occurrence of
such damage. Treatment shall be done so that damage to residual trees
shall not exceed four (4) percent. Trees knocked over or uprooted shall
be cut leaving a stump no higher than 6 inches above the ground and
shall be treated as any other slash in the unit. Riparian Areas are to
be protected from machinery as follows: No mechanized equipment will
be operated within 50 feet of any drainages (Class I to IV). The COR
will designate each riparian area(s), by unit, that needs to be
protected. The equipment will not be permitted to cross meadows, stream
channels, or other non work areas except as approved by the COR. Areas
flagged with blue and white striped flagging will be avoided in order
to protect resources. The COR, or designated inspector will make
periodic inspections while work is in progress, to assure that work is
proceeding satisfactorily. An inspection will be made and the
Contractor notified of any parts of the unit requiring additional work
or re-work. Inspection of the units will be accomplished by 100
percent visual inspection and will be based on adherence to
solicitation requirements. In the event visual inspections indicate
unsatisfactory treatment is being accomplished, rework shall be
required. Acreage as shown on the unit maps have been traversed using
Global Positioning System. Payment is based on the satisfactory
completion of slash reduction/site preparation. The daily price, as
quoted, includes all mobilizations to complete the project, with
payment made on completed units. No payment will be made on partially
complete units unless otherwise approved by the CO. A damage assessment
of $5.00 per tree will be assessed to the Contractor on damages
exceeding four (4) trees per acre, i.e., if the Acreage as shown on the
unit maps have been traversed using Global Positioning System. Payment
is based on the satisfactory completion of slash reduction/site
preparation. The daily price, as quoted, includes all mobilizations to
complete the project, with payment made on completed units. No payment
will be made on partially complete units unless otherwise approved by
the CO. A damage assessment of $5.00 per tree will be assessed to the
Contractor on damages exceeding four (4) trees per acre, i.e., if the
Contractor damages five (5) trees, he/she will be assessed damages for
one (1) tree at $5.00. The following clauses are incorporated by
