missile ground power battery chargers that have PCB capacitors
installed as component parts of the charger. These capacitors have
failed and leaked a portion of the PCBs, contaminating the internal
area of the charger. There are four different models of these chargers
that have between four and six capacitors per unit installed. The
contractor shall provide a service by removing all of the PCB
capacitors installed in approximately 204 battery chargers. The
contractor shall then clean the battery chargers so that they are free
from all contaminates and foreign materials; i.e. PCBs, grease, oil,
dir, etc; upon completion of the decontamination process. The work
shall not be performed on Hill AFB property. The decontamination
facility and all necessary material for the decontamination process
shall be provided by the contractor. Location: Batteries are presently
located at Hill AFB. Completion Date is estimated to be: 30 APR 97
This proposed procurement is under a 100 percent small business set
aside, the size standard for which is $5.0 million. The approximate
issue/response date will be 18 Sep 97. The anticipated award date will
be 14 Oct 97. Written procedure will be used for this solicitation. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
Request for copies of solicitations must reference the entire
solicitation number, including purchasing office identification number.
To expedite your request, limit the number of individual solicitation
numbers requested per letter to not more than 10. Don't request
information on this requirement until after the issue date. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicatecontractor, concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
