commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation to be
issued. Proposals are being requested from interested firms. A written
solicitation will not be issued by the Government. Responses should
reference Request for Proposal No. DE-RP04-98AL78345. This CBD
solicitation incorporates the provisions and clauses that are in effect
through Federal Acquisition Circular 90-45 and 52.219-8 -- Utilization
of small Business Concerns and Small Disadvantaged Business Concerns
(15 U.S.C. 637 (d)(2) and (3)). The recommended Standard Industrial
Classification (SIC) Code for this procurement is 8011 with a
corresponding size of $5.0 million. Firms responding should indicate
whether or not they are a small business, small women-owned business,
small disadvantaged business, or 8(a) business, in accordance with the
referenced SIC Code. The Department of Energy, Albuquerque Operations
Office (DOE/AL), seeks two sources that can perform all work related
to Psychiatric Evaluations. Each procurement will be for one year at
$50,000.00 each. This procurement will be restricted to sources in the
local/ Albuquerque area. Contract Requirements: A qualified licensed
clinical psychologist will assess the applicant's stability and
reliability by means of a structure interview and evaluation of two
written tests, the MMPI and the PF-16. The psychologist's
recommendations concerning the applicant's stability are used in
determining whether an applicant should continue to be considered for
a clearance access authorization. The psychiatrist will review
background information, provide psychiatric examination and furnish
examination reports to assist in the evaluation of personnel clearance
cases. The psychiatrist will carefully consider the record and the
standards set forth in Title 10 CFR, Part 710 and reach a
recommendation. It is necessary that the individual performing the
services be a U.S. Citizen and have a DOE background investigation. The
results of the psychological test shall be provided to the
DOE/AL/Contracting Officer's Representative within seven working days
of completion of testing. Evaluations will consist of the following: 1.
Examination; 2. Case review; 3. Psychological testing battery to
include the following tests as necessary: Psychological and social
history, drug screen, MMPI, Alcohol use index, Beck Depression Scale;
4. Review records and provide psychiatric report; 5. Delivery of
reports to and from DOE; 6. Expert Testimony; 7. Travel to and from
hearings in accordance with DOE travel regulations. Delivery
destination: DOE/AL, Kirtland AFB, East, Albuquerque, New Mexico 87116.
Only those vendors who can furnish the specific services will be
considered. This is an "All or None" solicitation and contractors must
propose on all requirements. The following commercial provisions and

basis of lowest hourly rate on the above listed items 1 through 7.

Only written responses/proposals to this synopsis/solicitation shall be
accepted and must be mailed to the attention of Norma Alfaro, at the
address listed herein by September 15, 1997, not later than 4:00 P.M.
All responsible sources shall submit a fixed priced proposal. The
Government intends to award on the responses received as a result of
this CBD notice and without discussions; however, this does not
preclude the Government from having discussions if it is in the best
