combined synopsis/solicitation for commercial items prepared I/a/w the
format prescribed in subpart 12.6 of the FAR, as supplemented with
add'l info included in this notice. This announcement constitutes the
request for quote for the required items. Proposals are hereby
requested under RFQ N00189-97-Q-6368, a subsequent solicitation
document will not be issued. FISC Acquisition Group Norfolk intends to
rent on a full and open competitive basis, 1 lot rental and
maintenance for the period of October 1, 1997 thru September 30, 1998,
one 30 ton crane with a 99 foot Telescopic Section and a 20 foot Boom
Extension. Model #RTC-8030 or equal. Crane must be in place at Bldg
CEP 200, SIMA-NORFOLKOperations 24 hours per day, 7 days per week.
Maintenance is to include changing all filters and fluids, greasing,
lubrication, (1) mechanic, (1) service truck, disposal of hazardous
fluids, crane inspection, other maintenance as necessary to keep crane
in good working condition. Crane must be inspected by Public Works
Center (PWC) Norfolk and certified for operation at NNSY prior to
placement. The following is a list of minimum requirements necessary to
allow PWC and CRSGN complete inspection and certification. 1. Within 24
hours of notice of award, contractor must contact CRSGN to arrange for
inspection by PWC Norfolk. 2. Contractor must draft and submit a
letter to PWC Norfolk releasing PWC of any liability for damages during
justification/inspection. 3. Contractor must deliver crane at the
designated time and place as scheduled by PWC Norfolk. 4. Contractor
must provide a mechanic on-site during inspection and testing, which
will last 2 or 3 days. 5. Inspection will include a visual inspection
of the crane's mechanic, structural, and electrical configuration. 6.
Crane will be given weight test. 7. After certification, crane can be
delivered to operation site. 8. Cost of inspection will be borne by the
government. Manufacturer: Link Belt. Award of a firm fixed price
contract on a brand name or equal basis is contemplated. Proposals
received shall specify FOB Destination, Norfolk, VA. Offers other than
FOB Destination shall be ineligible for award. The following FAR
provisions and clauses apply to this solicitation and are incorporated
by reference: FAR 52.212-1. Instructions to Offerors- Commercial
Items, 52.212-2 Eval-Commercial Items: The Govt intends to make an
award to the responsible offeror whose offer conforms to the minimum
technical requirements and submits the lowest overall price. FAR
52.212-3 Offerer Representations and Certifications-commercial Items
FAR 52.212-4 Contract Terms and Conditions-commercial Items, FAR
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders: The following numbered subparagraphs under
paragraph (b) of this apply: (1), (2), (3), (6), (7), (8), (9), (10),
(11) "regulatory". The incorporated provisions and clauses are those in
effect through FAC 90-42. The following Defense FAR Supplement (DFAR)
provisions and clauses apply to this solicitation and are incorporated
by reference: DFAR 252.225-7000 Buy American Act -- Balance of
Payments Program Certificate (DEC 1991), DFAR 252.212-7001 Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of commercial Items: The following
clauses under paragraph (b) of this clause apply: 252.219-7008, 252,
225-7001, and 252.233-7000. Award will be made to the eligible,
responsible offerer or whose offer, conforming to the solicitation,
offers to the overall lowest price to the Govt. The Govt reserves the
right to award the contract to other than the lowest priced offeror. As
a minimum, vendors should provide this office: a price proposal on
letterhead or a SF1449 for the requested items w/unit price, extended
price, prompt payment terms, remittance address, descriptive literature
of items offered, and copies of FAR 52.212-3 and DFAR 252.212-7000.
Responses to this solicitation are due by COB 11 SEP 1997. All offers
shall be sent to FISC Acquisition Group, Norfolk, W. Wills, Code
