Value Request for Offers for the Repair of 200 Area Aerial High-Voltage
Lines, CoF Project 94025, with an option to include the 300 Area Aerial
High Voltage Lines, CoF Project 95819. This procurement is open to both
large and small business, ranges between $500,000 to $1,000,000, and
will contain voluntary "Partnering Provisions". This procurement is
part of the Small Business Competitiveness Demonstration Program and is
being conducted using the NASA Midrange procedures. The Standard
Industrial Classification Code for the procurement is 1731, Electrical
Work. CoF 94025 Project, 200 Area Aerial High-Voltage Lines: Base Bid:
This project consists of replacing 30-year old 12.47kV overhead
conductors, poles, crossarms, insulators, cutouts, arresters,
transformers and their secondary conductors, and pole hardware. Two GFE
reclosers will be added, one serving the west and north portion, and
the other serving the east side of the Area 200 System. To prevent
service interruptions to the facility users, the pole-line work shall
be done on weekends and holidays. During the week, the Contractor shall
frame-up poles and do other work necessary to prepare for the
weekend/holiday shifts. Shuttle flight restrictions shall apply for
outages and work processes. Additive Alternate 1: Remove and replace
existing underground service feeders to various buildings. Additive
Alternate 2: Remove and replace poles, conductors, crossarms,
insulators, cutouts, arrestors, transformers, hardware, etc., plus
indicated underground service feeders, for the line section from Pole
C-5B to Buildings 226, 269, and 268. Additive Alternate 3: Remove and
replace poles, conductors, crossarms, insulators, cutouts, arrestors,
transformers, hardware, etc., plus indicated underground service
feeders, for the line sections along and on both the east and west side
of Second Street from Avenue B to Gilruth Center Complex. CoF Project
95819, Area Aerial High-Voltage Lines: **Option No. 1: ** This project
consists of replacing 30-year old 12.47kV overhead conductors, poles,

and pole hardware. One recloser will be added serving the Area 300

will be given approximately 365 calendar days to complete the project
after written notice to proceeed. This project may require the
Contractor to perform partial asbestos abatement in various buildings.
Precautions against asbestos contamination shall be implemented as
indicated in the JSC Asbestos Asbestos Control Manual. Precautions must
be taken for structural members and pipes with paint coatings that
contain lead, and PCB filled/contaminated capacitors and tranformers.
Torch welding or any other form of burning is not an approved method to
use for bonding conduits, etc., on JSC site. The anticipated release
date of the RFO is on or about September 8, 1997, with anticipated
offer closing on October 15, 1997. Selection criteria of the successful
offeror will be specified in the RFO and will be based on the use of
Best Value Characteristics with an anticipated offer closing date of on
or about October 15, 1997. The firm date for receipt of offers will be
stated in the RFO. All responsible sources may submit an offer, which
shall be considered by the agency. An ombudsman has been appointed --
