This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Sealed bids are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this sealed Bid is ACL-7-B-0064. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This solicitation is issued on an unrestricted basis under SIC Code 3711, 100% Small Business Set Aside, Small Business Standard is 500 employees. The Government contemplates award of a Firm Fixed Price Contract. Vehicle armor system for 1997 Ford Expeditions for the Immigration and Naturalization Service Border Patrol for use off-road, over rough terrain, steep hills and hard paved surfaces. The agency requires armor systems for five (5) each 1997 Ford Expeditions. A. GENERAL SPECIFICATIONS: The armor system shall be light weight, low Areal Density, molded composites capable of being installed without welding, cutting, or major modifications to the vehicle structure. The vehicle shall conform to the original equipment manufacturers (OEM) interior and exterior fit, finish and appearance standards after the armor installation is complete. Seams shall be overlapped without compromise to the integrity of the system. All parts of the armor system shall be easily removable and interchangeable with vehicles of the same make and model. All installation shall be done with minimal breaking of the vehicle E-coat. The Contractor shall ensure the additional weight if the ballistic armor will not exceed the manufacturer's cargo weight specifications and limitations to ensure safety with respect to the vehicle's handling and stability. B. DOOR ARMOR: All Door Armor shall be of contoured composite construction (with .1875 High Hard Ballistic Steel Protection) for the vehicle crash bar area, without any type of superficial damage to the vehicle interior or exterior during installation. Installation and assembly shall be completed without removal of the structural inner door panel. C. INTERIOR ARMOR: All Composite Armor shall be configured to OEM interior trim parts and shall be part of the Armor System. Interior trim parts shall be integrated to provide ballistic gap overlap protection, designed to minimize the number of component parts which are compatible with OEM trim materials. Armor shall be designed to meet a multi-impact criteria that is proven by Ballistic Test Data. Both the "A" and "B" Pillars as well as other vulnerable parts of the vehicle shall be fully armored. An Armor Partition shall be installed behind the front seats with emergency rear exit capabilities. The partition shall be fabricated of Transparent Armor to allow a complete view of the rear compartment. D. FENDERWALL: Shall be Contoured Composite Construction. E. FIREWALL: All accessible areas of the firewall shall be armored with composite construction with .125 High Hard Ballistic Steel protection. F. TRANSPARENT ARMOR (GLASS): All Transparent Armor shall defeat the following M-80, M-855, M-193 and AK-47 rounds utilizing the industry standard of 3 impacts with an 8 in radius. All Transparent Armor shall be provided by firm which carries a ready supply of replacement glass for these vehicles. All Transparent Armor shall provide a distortion free view in all primary viewing areas. Laboratory tests showing distortion and distortion areas shall be provided prior to installation. G. PROTECTION LEVELS (OPAQUE ARMOR): The INS will be using these armored-fitted vehicles over rough and mountainous terrain in areas where these vehicles may be subjected to threat Level Three as published in the NIJ Standard 0108.01. Therefore, all opaque armor shall conform to the following requirements and shlll meet or exceed the following minimum threat standards outlined by the National Institute of Justice and refer to threat Level Three as published in NIJ Standard 0108.01. (These standards shall be listed in the following order: THREAT; ANGLE OF OBLIQUITY; ARMOR CONSTRUCTION; AREAL DENSITY): 1. FRONT WHEELS: 7.62 X 51 M-80 Ball Round; 30 Degrees; Molded Fiberglass/Spectra Hybrid; Approximately 6.5 lbs psf. 2. FIREWALL: 7.62 x 51 M-80 Ball Round; 0 Degrees; .1875" High Hard Ballistic Steel; Approximately 7.5 lbs psf. 3. HEADLINER; 7.62 x 51 M-80 Ball Round; 60 Degrees; Molded Fiberglass/Spectra Hybrid; Approximately 3.8 lbs psf. 4. "A" PILLAR: 7.62 x 51 M-80 Ball Round; 0 Degrees; Molded Fiberglass/Spectra Hybrid; Approximately 5.5 lbs psf. 5. "B" PILLAR: 7.62 x 51 M-80 Ball Round; 0 Degrees; Molded Fiberglass/Spectra Hybrid; Approximately 5.5 lbs psf. 6. HEADLINER (EDGE): 7.62 x 51 M-80 Ball Round; 60 Degrees; .125" High Hard Ballistic Steel; Approximately 5.1 lbs psf. 7. REAR PARTITION: 7.62 x 51 M-80 Ball Round; 0 Degrees; Flat Fiberglass/Spectra Hybrid; Approximately 8.5 lbs psf. H. FASTENERS: All armor material shall be secured with mechanical fasteners without welding. I. CERTIFICATION: Certification required at time of bid opening. Certification of ballistic testing shall be made available for all opaque and transparent armor material to be used. The certification shall indicate that the material meets or exceeds Ul or NIJ standards. J. WARRANTY: All opaque armor shall be warrantied against delamination, or any other defect that would compromise ballistic integrity, for a minimum period of two years. All transparent armor shall be warrantied against delamination, or optical failure due to manufacturing defects, for a minimum period of two years. K. PICK UP AND DELIVERY OF VEHICLES: It will be the responsibility of the Immigration and Naturalization Service Border Patrol to deliver the vehicles to be armored and to pick them up upon completion of the project. PAYMENT FOR SERVICES: Payment for the completed individual vehicles will be allowed after receipt of the COTR's acceptance of the completed action on each. M. DELIVERY SCHEDULES: The first armored vehicle is to be completed and available for pick up by the INS Border Patrol on or before 120 calendar days after award of contract. Final vehicle shall be completed no later than 180 days after award. N. ACCESS TO MANUFACTURING SITES: The Contractor shall allow INS Border Patrol representatives to conduct site visits as required to monitor the progress and installation of the product. The provision at FAR 52.212-1 Instructions to Offerors Commercial Items (JUN 1997) applies. Addendum to FAR 52.212-1 (JUN 1997) Paragraph(b)(5). Offers shall provide an express warranty which at a minimum shall be the same warranty terms including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract.
