The Office of Naval Research (ONR) is soliciting concept proposals for Advanced Technology Demonstrations/Fleet Advanced Demonstrations (ATDs/FADs). ONR invites concept proposals from industry, U.S. government agencies, and joint industry-government teams, all of which will be evaluated equally. Concept proposals received will be candidates for the FY00 Department of the Navy (DoN) ATD/FAD program. ATD/FAD GUIDANCE: The ATD/FAD program offers opportunities to demonstrate, in an operational context, high-risk / high-payoff technologies that can significantly impact future DoN warfighting and/or warfighting support capabilities. Current warfighting requirements which can be used in the preparation of concept proposals are listed in the DoN Science and Technology Requirements Guidance (STRG). Contributors can access this document on the Internet at http://www.hq.navy.mil/strg97 . Then proceed to 1997 Science and Technology Round Tables and select 1997 S & T Requirements Guidance to view the STRG document. Opportunities to transition technology solutions to fleet warfighting requirements and capabilities are decreasing as defense downsizing continues. It is critical to select and fund only the most promising high-risk, high-payoff ATDs/FADs. Each ATD/FAD should advance promising emerging technologies that could most positively impact Naval operations. Accordingly, concept proposals that address an important Naval operational requirement, that could positively impact future Naval capabilities, and that have a very strong potential for transition to a Naval Systems Command (SYSCOM) program will be viewed favorably in the evaluation process. This announcement offers industry an opportunity to directly solicit government insight relevant to Naval warfighting and/or warfighting support capabilities for the future. Industry is strongly encouraged to establish and coordinate with an appropriate ATD/FAD point of contact (POC), drawn from the list below, to develop either purely industry or joint industry-government concept proposals. These POCs can also provide information regarding DoN Acquisition Category (ACAT) Programs and insertion windows of opportunity for major DoN Programs. CONCEPT PROPOSAL SUBMITTAL, EVALUATION AND SELECTION PROCESS: The ATD/FAD concept proposal process will be conducted in three serial phases, each progressively selecting the most promising candidates. Following submittal of a three-page Technical Proposal and one-page Project Summary in December 1997, the first evaluation phase will be initiated. During the first evaluation phase, the three-page Technical Proposal and one-page Project Summary will be screened by ONR for technical merit, risk, and feasibility and by OPNAV for relevance to warfighting requirements. Selected candidates from the first phase will be invited to enter a second phase which requires asubmission of a ten (10) page Technical Supplement to the concept proposal. The requested Technical Supplement will describe in detail the technical aspects of the concept proposal. This second phase evaluation will occur in the February 1998 time frame. Selected contributors will be given written notification and instructed when to submit Technical Supplements. In the third evaluation phase, selected concept proposal contributors will be requested to brief their concept proposal to a DoN Panel in mid-March 1998. The DoN Panel will make the FY00 selections. FIRST PHASE (CONCEPT PROPOSAL) FORMAT: Concept proposals shall consist of a THREE-PAGE (or less) TECHNICAL PROPOSAL containing (1) Title; (2) OPNAV Sponsor; (3) DoN Warfighting or Warfighting Support Requirement Being Addressed (STRG Reference(s)); (4) ATD/FAD Goal; (5) Projected Payoff; (6) Concept Description; (7) Supporting Technology Base Status; (8) Technical Approach, including Risk Mitigation; (9) Funding required over the planned execution period;(10) Transition Intention; and (11) Relation to DoN Acquisition Category (ACAT) Programs and insertion windows of opportunity for major DoN Programs. In addition, concept proposals shall be accompanied by a ONE-PAGE ATD/FAD PROJECT SUMMARY containing (1) Title; (2) GANTT Chart which lists all tasks and displays the planned schedule, project milestones, planned demonstrations, deliverables and performance-related annual exit / pass-fail criteria; and (3) Technical Point of Contact. FIRST PHASE (CONCEPT PROPOSAL) SUBMITTAL: Concept proposals shall be submitted to the Office of Naval Research, Attn: Mr. John S. Cornette, ATD/FAD Program Coordinator (ONR 00ST), 800 North Quincy Street, Arlington, VA, 22217-5660. Strict confidentiality of proprietary information is assured to the extent permitted by Federal law. Concept proposals must arrive no later than 5:00 PM EST, 5 December 1997. Concept proposals received after that deadline will not be evaluated. Joint industry-government concept proposals must be submitted by the industry partner. Six hard copies of each three-page Technical Proposal with its one-page Project Summary must be provided. An electronic copy stored in Microsoft Word 6.0 for Windows 95 and embedded Power Point graphics as required shall be provided on a 3 " DOS-formatted floppy disk. Use non-proportionally spaced 12 point type set. ONR anticipates an optional submittal process using File Transfer Protocol (FTP). FIRST PHASE EVALUATION CRITERIA: The evaluation of ATD/FAD concept proposals will be based upon the following criteria: (1) Responsiveness to DoN warfighting and warfighting support requirements; (2) Potential for implementation into future Naval capabilities; (3) Potential for OPNAV sponsor support; (4) Potential for transition to a Naval SYSCOM program; (5) Potential payoff (e.g., step improvement in performance, affordability, maintainability, reliability, manpower utilization); (6) High technical merit and high risk; (7) Technical feasibility (includes maturity of technology and appropriateness of technology combinations); (8) Executability of the concept proposal in three years or less; and (9) A justifiable and reasonable cost profile and total cost for the proposed demonstration. SECOND PHASE (TECHNICAL SUPPLEMENT) FORMAT: FY00 ATD/FAD Technical Supplements shall consist of a TEN-PAGE (or less) TECHNICAL PROPOSAL containing (1) Systems Engineering Elements including (a) Trade-off studies, (b) Technology options, and Affordability considerations; (2) Technical Approach / Project Plans including (a) Task descriptions which provide a brief summary of plans for all tasks and impact statements if tasks are not conducted successfully or completed, (b) Planned schedule, project milestones, planned demonstrations, and deliverables (provide a GANTT Chart), Critical path / contingencies identifying the technical and schedule risks associated with the critical path and possible work- arounds (provide a PERT Chart), (d) Performance-related annual exit / pass-fail criteria, and (e) Dependence of proposed effort on external related efforts; (3) Transition Data Package including (a) Reports, (b) Drawings, Critical elements of Engineering and Manufacturing Development (EMD) and production (i.e., what needs to be done post-ATD, pre-EMD), and (d) Transition planning including acquisition targets, status of transition commitments and anticipated insertion date; (4) Integration and Coordination Activities including (a) Identification of all industry and government participants and their relationships to each other, and (b) Identification of members of as executive management Integrated Product Team (IPT), including OPNAV program sponsor, ONR program manager, and SYSCOM or PEO/DRPM execution manager; and (5) Management Processes including (a) Identification and prioritization of high risk areas, (b) Risk mitigation plans and management, Schedule for in-process reviews, (d) Schedule management, and (e) Managing integrity of process. SECOND PHASE EVALUATION CRITERIA: Technical Supplements will be reviewed by government subject-area experts and evaluated based on all the criteria listed above for the first phase. THIRD PHASE (BRIEFING) FORMAT: Those contributors with concept proposals supported by highly rated Technical Supplements will be requested to brief their concept proposals in a third evaluation phase to a DoN Panel in mid-March 1998. ONR will notify the concept proposal contributors, specify the format desired for the briefs and arrange an agenda. Each of the concept proposal contributors will receive this information approximately three weeks prior to the DoN Panel meeting. THIRD PHASE EVALUATION CRITERIA: All briefed concept proposals will be competitively evaluated by the DoN Panel based on all the criteria listed above. The Panel will select and recommend concept proposals for FY00 execution. Concept proposals selected for FY00 ATD/FAD Programs will be announced by the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN/RD&A). FUNDING: No funds have yet been appropriated for the FY00 DoN ATD/FAD Programs. The DoN has requested and Congress has granted funds for ATD purposes since 1987; initial FAD funding is expected in FY98. Funds for execution of winning concept proposals recommended by the DoN panel and approved by the ASN/RDA are not expected until the start of FY00. This BAA provides no funding for concept proposal development purposes. Unsuccessful offerors of concept proposals will be acknowledged. Concept proposals will not be returned after evaluation. Concept proposals and technical supplements will be protected from unauthorized disclosure in accordance with FAR 15.413, applicable law and agency regulations.This CBD notice itself constitutes the BAA as contemplated by FAR 6.102(d)(2). Unless otherwise stated herein, no additional written information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. The Government reserves the right to select all, some, or none of the proposals received in response to this announcement. No portion of this BAA has been set aside for HBCU and MI participants, though their participation is encouraged. For awards made as contracts, evaluation of the socio-economic merits of the proposal shall include the extent of commitment in providing meaningful subcontracting opportunities for small business, small disadvantaged business, woman-owned small business concerns, historically black colleges, universities and minority institutions.
