Officer This is a combined sole source synopsis/solicitation. The
National Inst. Of Health, National Cancer Institutes Div. of Clinical
Sciences/Medicine Branch intends to contract on a sole source basis
with Annette Bicher, M.D., 3708 Woodbine Street, Chevy Chase, MD 20815.
The Div. Of Clinical Sciences/MB/DTD/MOCS studies molecular causes of
treatment failure in ovarian cancer. Ovarian cancer is the deadliest of
gynecologic malignancies, with an estimated 25,000 new cases per year
in the United States. The vast majority of patients present with
advanced stage disease (70-80%); and in advances stage disease, only
10-15% of patients will experience long term disease free survival.
Black Americans with advanced state ovarian cancer appear to respond
less to standard chemotherapy than their non African American
counterparts -- based on limited data from SWOG trials, reported by
David Alberts, M.D. NCI's investigation of ovarian cancer requires
skilled multi-disciplinary expertise from several specific disciplines.
Specifically technical assistance shall be provided to: (1) Develop and
monitor a gynecologic oncologic focus, for ongoing projects within the
Medical Ovarian Cancer, Section; (2) Assist the section Head in the
development and monitoring of molecular therapeutic approaches for this
disease within the Section; (3) Develop and monitor collaborative
efforts between the Section and gynecologic oncologist's in the
Baltimore/Washington area; (4) Assist in the conduct of translational
studies conducted within the Section in gynecologic malignancies; (5)
Assist in the collection and collation of human tissue specimens
relative to this disease; (6) Assist and monitor all data relative to
ethnic issues that may be obtained; and (7) Assist in the collation of
data and the writing of manuscripts, related to the responsibilities
sited. Dr. Annette Bicher is uniquely qualified to perform the services
specified herein. She is a board certified gynecologist who has
published on the molecular pharmacology of platinum-DNA damage which is
directly relevant to this project. Dr. Bicher has worked iin the
Division of Clinical Sciences/Medicine Branch for a number of years.
Most importantly, she has worked on this project and is throughly
familiar with the protocol followed by NCI and all of its aspects and
details. This is not a request for competitive proposals; no
solicitation will be issued. However, vendors who believe they can meet
the Government's requirements may submit their capability statements.
Any submission must be in writing and must contain sufficient detail so
that a determination can be made regarding meeting the Government's
requirements. Any submission must be received in the contracting office
