Economic Development Corporation Request for Proposals for Professional
Services Related to Strategic Plan for the Redevelopment of the Port of
New York The New York City Economic Development Corporation (EDC), on
behalf of the City of New York, is issuing an RFP for the development
of a strategic plan to redevelop the Port of New York. The goal of this
project is to develop strategies and plans for the construction of
maritime facilities and transportation improvements that will bring
about a renewed, vibrant Port in New York City. Key components of this
effort are the identification of potential markets for the Port of New
York and locations/areas in NYC for major port expansion. Consultant
services would include, but not be limited to, conducting a maritime
trade market analysis; assessing how to maximize the Port of New York's
competitive position; evaluating the transportation and logistic
systems serving the port; generating conceptual plans and engineering
specifications for port facilities; identifying innovative technologies
related to port development and operations, including high speed
freight vessels and information/technology-based systems; performing
cost-benefit and financial analyses of port development scenarios;
designing public access areas; and performing environmental assessment.
In addition, the Consultant will assist in managing a public
participation program. EDC is seeking firm(s) with demonstrated
experience in the following areas: knowledge of macro- and
micro-economic market analysis and forecasting, with special emphasis
on maritime trade; engineering expertise in designing innovative,
flexible marine terminal facilities, supporting transportation and
logistics systems, and public access improvements; understanding of
scientific and regulatory issues related to the interrelationship of
natural resource systems and ports; proven record working on public
outreach programs for large-scale development projects; knowledge of
federal, state, and city environmental review requirements; and
knowledge of financing opportunities for port development. Information
