The California Environmental Protection Agency (Cal/EPA) and U.S. Environmental Protection Agency (U.S. EPA) are seeking companies and/or developers with innovative technologies in the hazardous waste pollution prevention, recycling, and treatment areas to participate in a national performance verification program. If your environmental technology is commercially ready or at a sufficient scale and state of development such that performance claims can be established and evaluated, this program may be of interest. California's Hazardous Waste Environmental Technology Certification Program, operated by the Cal/EPA's Department of Toxic Substances Control (DTSC), was the first program of its kind and is now in its fourth year of implementation. U.S. EPA and DTSC have entered into a partnership to conduct joint technology evaluations under U.S. EPA's Environmental Technology Verification (ETV) Program. Certification by Cal/EPA and verifications by U.S. EPA's ETV program, will provide potential customers and regulators alike with an independent assessment of your technology's performance. Documentation regarding the performance of technologies verified and certified (such as fact sheets and evaluation reports) will be distributed by Cal/EPA and U.S. EPA, including distribution via the Agencies' internet web sites. Of particular interest to the ETV Program are hazardous waste pollution prevention technologies. [Pollution prevention is defined as source reduction: any practice that eliminates or reduces the amount or toxicity of a hazardous pollutant prior to generation, including input, production process, and product changes. Examples include products with longer lifetimes or less environmental impact, improved production equipment, and less-toxic input materials]. In addition to pollution prevention, treatment and recycling technologies are also welcome. Selection is not limited, but a higher priority will be given to the following industry sectors: computer and electronic manufacturing, metal plating/finishing, petroleum refining, printing, automobile manufacturing, and iron and steel making. Technologies must be near or already at full-scale operation, exhibit technical success, and show existing or potential market acceptance. Developers with technologies meeting these criteria are encouraged to apply. For those technologies selected, DTSC and U.S. EPA, in consultation with the applicant, will establish criteria for evaluating the technology. If additional performance testing is required, it will be the responsibility of the applicant. The cost of DTSC review may be offset by as much as 55% by U.S. EPA funding; the applicant is responsible for the balance. DTSC and U.S. EPA will review and approve test plans and will review the result of performance tests in conjunction with other technical information submitted by the applicant. U.S. EPA verification and Cal/EPA certification decisions will be accompanied by a technology evaluation report. This solicitation supplements earlier announcements for the ETV program. In response to a March 1996 solicitation and a November 11, 1996 Commerce Business Daily Notice, DTSC received applications from technology developers and is now conducting evaluations for the first round of technologies selected. Several technologies are currently in different phases of evaluation in the ETV Program, including a system which replaces solvents with an aqueous detergent cleaning process and an aerosol can recycling system. Applications to participate in this innovative program may be requested by contacting DTSC at 916/322-3670. Applications received by October 15, 1997 will be given priority consideration. However, applications are encouraged on an ongoing basis and will be accepted after this date. Selections will be based on eligibility, commercial-readiness, and program related factors and will be limited by available resources. Those technologies not selected for the ETV program may be eligible to participate in Cal/EPA's ongoing certification program. (0245)
