The National Oceanic and Atmospheric Administration, Coastal Service Center (CSC) intends to negotiate with the Alaska Department of Fish and Game (ADF&G) to create and assess the benefit of a shared spatial data resource for Kachemak Bay, Alaska. Kachemak Bay was recently accepted for inclusion in the National Estuarine Research Reserve System (NERRS). The ADF&G is the lead agency for designation of Kachemak Bay as a NERRS site and also for its subsequent management. CSC requires the creation of an Internet-based information resource for sharing Kachemak Bay information. CSC requires the ADF&G to develop a data base that will allow access to spatial data and metadata in a standard format. Priority data layers will be identified, captured, and formatted. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. ADF&G is the state agency that has management authority of the Reserve and holds the necessary data for the information resource that is to be established. Companies who can provide the above listed services must indicate their interest within 10 days of this announcement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about September 16, 1997. No contract award will be made on the basis of quotations received in response to this notice since this synopsis cannot be considered a Request for Quotation.
