ship work package. The first ship, USNS WATERS (T-AGS 45),
Modification, Dry-docking, and Maintenance and Repair Availability,
involves installation of two electronic work spaces, modifications to
the habitability arrangement, dry-docking and maintenance and repair
items. The second ship, USNS VANGUARD (T-AG 194), Dry-docking and
Deactivation Availability, involves the removal of electronic equipment
being transferred to the USNS WATERS, deactivation of all shipboard
systems, and towing to a Naval Inactive Ship Maintenance Facility.
Responsible offerors must have a NAVSEA Master Ship Repair Agreement
prior to contract award. The area of bid competition for this
solicitation is limited to East and Gulf Coasts at Contractor's
facility. The contract type will be fixed priced with award fee
offering incentive for superior performance in the areas of technical,
schedule, and management. The performance period for the USNS WATERS
is one hundred and thirty-five (135) days (April 1998 -- September
1998). The performance period for the USNS VANGUARD is sixty (60) days
(April 1998 -- June 1998). The Solicitation issue date is o/a 23
September 1997. The vessels are located in Port Canaveral, FL and will
be made available for shipcheck during the solicitation period.
Vessel's principal characteristics include: USNS WATERS: Overall length
-- 456'10"; Full load draft -- 23'1"; Full load displacement --
13,433.7 LT; USNS VANGUARD: Overall length -- 455'03"; Full load draft
-- 22'06"; Full load displacement -- 12,170 LT. The solicitation will
be provided entirely on CD-ROM which requires an 80486-based computer
with Microsoft Windows v3.1, CD-ROM drive and a laser printer.
