The FISC Norfolk Detachment Philadelphia intends to procure under other than full and open competition procedures nonpersonal contractor engineering and technical services (CETS) by qualified field service personnel for the purpose of informing, instructing and training Department of Navy personnel in the installation, operation and maintenance of the HAROON/SLAM and SLAM ER missiles and associated equipment. The proposed procurement consists of two (4) tasks: 26453, NAWC WC, Pt. Mugu, CA; 31940, NAWC WC, Pt. Mugu, CA; 29687, Various weapon stations on-call; 26651, Various weapon stations on-call. Tasks 26453 and 31940 comprise one basic year and one option of one year each for a total of 48 man months for both tasks. Tasks 29687 and 26651 comprise nine months each for a total of 18 man months for both tasks. The period of performance for the basic year is expected to begin 01 Jan 98 and run through 31 Dec 98. This contract covers the Government's minimum needs. Government intends to solicit and negotiate with McDonnell Douglas Aerospace Corp. as the OEM and the only known source with the required technical and engineering expertise, "in-plant" support and requisite data base to perform the required services. A Labor Hour type contract with fixed price man day rates is contemplated. All interested responsible sources may submit a proposal which shall be considered by FISC NOR DET PHILA.
